Research On The Property Rights Trading Mechanism Of Ecological Resources Assets Based On The Perspective Of Enterprises

In recent years,the concept of green development to guide China's ecological construction continued to move forward,ecological factors are increasingly becoming an important factor of production.Due to the wide range of ecological fragile areas in China and the high degree of overlap with the economically backward areas,these areas are also subject to the constraints of the development and protection of contradictions.Practice shows that the solution of this problem can not rely solely on the government's financial input.Therefore,in the practice of ecological governance,China urgently needs to carry out the reform of property rights system of ecological resources assets,and promote the establishment and improvement of property rights trading mechanism of ecological resources assets.From the view of financing,enterprises playing the main role in social capital with capital,technology and talent etc,once as the main transaction voluntarily participate in the ecological resource asset property rights transaction will be excited,will be able to solve the financing predicament of ecological compensation in China.Based on them,this paper combs the domestic and foreign research results and practical experience,and uses the basic theories of ecological resources and property rights,learns from the successful experience of domestic rural property rights,public property rights and other market trading mechanisms,and from the enterprise point of view studies the ecological resources property rights trading mechanism.Although China's lack of systematic regulation of ecological resource asset property rights transactions,but the relevant institutions of areas have begun to combine their own conditions,to construct and operate the ecological resource asset property right transaction mechanism,for example rural land resources,water resources.Through the case analysis of data and operation,this paper finds that the lack of top and matching rules,the confusion of government's roles,the single of trade category,the development lagging of professional agencies and the imperfect of property rights transactions information disclosure,which is the common problems of different kinds of ecological resource asset property rights transactions in our country.They not only hinder the progress of the development of the property right transaction of ecological resources assets,but also suppress the enthusiasm of the enterprises and other social capital to participate in it.Therefore,this article from the perspective of enterprises,studies ecological resources assets property rights trading mechanism through macro and micro two aspects.This paper not only puts forward the problems that need to be considered in the design of the top level system,but also discusses the micro trading mechanism included exchange market,exchange rules etc,which is trying to build a new property right exchange market,called ecological resource asset property rights market,which is different from the public resource trading market and the enterprise property rights trading market.Finally,this paper puts forward eleven policy suggestions from three aspects of further improving the ecological resource assets.property.rights.trading mechanism etc,in order to stimulate enterprises'willingness to participate,to promote the established of ecological resource asset property rights trading platform,to accelerate the formation of a unified national market.In the same time,they can wide the financing channels of ecological compensation funds,and provide policy solutions to solve the problem of ecological fragile areas which need urgently ecological restoration but are limited by economic development lagging.
