Since the reform and open policy,China's economy has maintained a rapid growth rate.However,it causes many issues such as resource dependence,energy consumption,serious environmental pollution due to the extensive development.At present,the main task is to promote industrial transformation and upgrading through "transfer structure,transfer mode,promote innovation".High-tech Zone were built to develop the high-tech industries at some knowledge-intensive,technology-intensive medium-sized cities and coastal areas in nineties.With the technological progress and industrial structure adjustment,high-tech zone is constantly changing at land structure,the number of personnel and the allocation of educational public service facilities.Among them,the contradictions of increasing number of employees,improvement of quality and the relation between land use structure and housing supply are becoming more and more obvious.It is an important issue to pay attention to the new type of job relations in urban and rural planning under the background of industrial upgrading.This paper analyzes the changes and trends of job relations between 2010 and 2015 from the perspective of the housing demand of the employees under the background of industrial upgrading.It regards the Jinan High and New Technology Industrial Development Zone as the research object to study through the comparison of planning and comparison,field investigation and questionnaires.This paper focuses on the direct cause of job imbalance and the impact of factors,and gives some suggestions about how to ease the contradiction between the proposed planning proposals in the industrial upgrading next step.The paper mainly includes the following parts:First,this paper describes the changes of the job-housing relationship through the domestic and foreign research on the issue of job review.This change is due to the upgrading and development of industry at the high-tech zones in recent years,which brought changes in practitioners.Based on the actual development of Jinan High-tech Zone,the concept of job relationship is defined and the research framework is established.The auther raises the measure index of job-housing relationship such as population size,land use ratio,educational facilities balance and so on,and analyzes the population heterogeneity,spatial layout,accessibility,development timing and other influencing factors.Second,it measures the job-housing relationship from the three aspects of the proportion,land useand educational facilities,based on the perspective of the practitioners needs.Through the questionnaire survey,the socio-economic characteristics of the employees in the high-tech zones were analyzed.This paper studies the phenomenon of job-housing imbalance and its influencing factors in high-tech zones from four aspects: population heterogeneity,spatial layout,accessibility,development timing.The study shows that housing affordability limits the housing demand of employees;the amount and type of housing supply can not meet the needs of employees in high-tech areas;the separation of occupancy land in space is aggravated the commuter distance and commute time;the availability of educational services facilities in space and the lack of supply,exacerbated the space separation of occupations;job and living is dislocation in the construction sequence,so that people working in high-tech zones living outside the high-tech zones,high-tech zones living people work outside high-tech zones.Finally,this paper raises some planning strategies from four aspects: increasing the proportion of affordable housing and the residential building sets of density indicators control;adjusting the proportion of residential land and the rational layout of residential land;adjusting kindergartens and primary school facilities to ensure the amount of planning supply;coordinating multi-interest demands and building a rational development model.
