At present, the global data open movements are staying in the early growth stage. The concept of open data originates from the sharing of scientific data at the earliest time which was proposed formally at the stage of building World Data Center by the International Council of Scientific Unions in 1958. In the following time, the Non-governmental organization started to promote the development of open data movement vigorously from Congress legislation data. In March 2006, The Guardian of Great Britain published the article'Return the Crown Jewel to Us', and set up the special column'Free Our Data'. In 21st January 2009, the 44th American President Barack Obama inaugurated and adhered the principle of'facing the doubt, disclosure priority', signed the first Presidential Decree'No.13489'and the first Presidential Memorandum'Memorandum on Transparency and Open Government' during his tenure. The prelude of global open data movement is opened so far. In 20th September 2011, the Open Government Partnership was built up in New York and published the Open Government Declaration. In June 2013, the G8 leaders signed the Open Data Charter at the summit meeting in the Northern Ireland, this action became the iconic event. By the end of 2014, OGP member countries have increased from original 8 countries to 63 countries throughout the Americas, Asia, Europe, Africa, Oceania and other places, and have both the developed country and developing country. Open Data Barometer-2013 Global Report did a research and concluded the results in 77 countries and areas and the open situation of 14 kinds of data which indicated that the integrated ranking of our country was 61th, the public power of different kinds of data was low, and the policy promoting, citizen consciousness were not enough in the aspect of preparation. In addition, the increase of economy and the need of adding employment promote the Britain and the United States formulates the open data policy jointly, there are also similar needs in our country at the present time. Therefore, this thesis constructs the System-Regime-Process theoretical model of open data policy which is accorded with our practical condition from the view of policy research.This thesis is composed of six parts. The first part is introduction which primarily introduces the research background, purpose and significance of the study, research status at home and abroad, main research contents and research methods, and innovation points of research results of this thesis. The second part primarily illustrates the related concepts and theoretical basis of open data, which include the connotative analysis of the big data, the open data, theory of the right to know, theory of the right to data, theory of the data value, the domestic and abroad practice, and the theoretical model of public policy faced with open data. The third part selects the theoretical model of public policy faced with open data to optimize, the option of optimizing factor is primarily depended on common problems exists in these models----the dynamic policy process and policy environment. The fourth part is the key point and difficulty of this thesis, construes the System-Regime-Process theoretical model of open data policy and its sub-models according to the practical situation in our country which is based on the public policy model of optimizing in the third part. The fifth part is the evaluation of the System-Regime-Process theoretical model of open data policy which is primarily centring on the two aspects of the general principle of policy model and the current related policy. The six part is the conclusion of the research results and the outlook of the future research.
