At present,the globalization process is inevitable and education communication is becoming more and more extensive.Education policy making is no longer just a matter within the country.In the development of the world education,the role of international organizations has become increasingly important and has become an important force in the 21 st century.As a typical representative of the international organization,the international influence of UNESCO is increasing,and its educational policies reflecting the trend of world education to a large extent.What's more,its education policies and concepts are accepted and disseminated by many countries and international organizations all over the world.Therefore,research on it can help us to formulate education policies,so as to better participate in the international education activities.Taking the value-orientation of educational policy as the breakthrough point,this paper analyzes and studies the development of educational policies of UNESCO.Firstly,from the historical dimension,the development of the UNESCO can be divided into four periods,and the value-orientation in educational policies of each period is: the Period of Creation(1940s)——Aim for international understanding and peace;the Period of Exploration(1950s to 60s)——Targeting development and cooperation;the Period of Difficulties and Development(1970s to 80s)——Pay attention to the orientation of global education;the New Period(1990s to present)——Aim for sustainable development.The fundamental value orientation of UNESCO's education policy is Teaching for mankind and peace.In different historical periods,the key policies and educational activities of UNESCO are different,and its value-orientation has certain focus,change and continuity.In addition,the basic characteristics of the value-orientation in educational policies of UNESCO are: teaching for peace,the profound humanism tradition,"gender equality" and " African priority".UNESCO has also launched educational action on gender equality in Sub-Saharan Africa,which taking practical action to translate its ideals into reality.At the same time,its value-orientation is influenced by various factors,such as stable organizational structure,hierarchical educational department and results-based management.Nowadays,our country is in a critical period of educational reform,by study on the value-orientation in educational policies of UNESCO,can not only provide some reference for us,but also help us to understanding,participating and moving towards the international organization.Especially through this platform,UNESCO can promote China's integration into the international community,and to share our experience about the educational reform and development better,with the new knowledge,new ideas and new horizons,and contributes to the development of human education and the construction of the community of human destiny.
