Human civilization has been developed for thousands of years,and ecological civilization as a form of human civilization,has been accompanied by the development of mankind.In the eighteenth National Congress of the Communist Party of China,China clearly pointed out the strategic guiding significance of the construction of ecological civilization.The so-called ecological civilization,should be in respect of the premise of nature,comply with the laws of nature,the establishment of a scientific and orderly way of production and life,it respects and complies with nature as the premise,so that human development and sustainable use of nature to achieve a harmonious coexistence of balance.Water is the source of life,the foundation of production and the foundation of ecology.Therefore,water ecological civilization should be paid more attention as an important part of ecological civilization.For a period of time,China has focused on economic and social development,ignoring the ecological protection,resulting in a heavy price of water resources and water environment,water shortage,water pollution,water ecological degradation and other issues abound.The importance of water ecological civilization construction has become the most important thing in the construction of ecological civilization in china.Harbin is located in the north of Northeast China,is the cradle of China's old industrial base,is also connected with an important hub of China and Russia's economic and trade,both in geographical location or in the development of economy and culture,plays an important role.It is so richly endowed by nature conditions,Harbin has created a unique combination of Chinese and western,fully inclusive and equitable city character.With the continuous development of economy and society,Harbin's urban landscape is expanding and the population is growing.Due to geographical factors,the water resources in Harbin are unevenly distributed in time and space.At the same time,due to the increasing demand for water and pollution of water quality,water resources are scarce,soil erosion and irrigation water utilization are low in this area.The assessment will present the indicators and the ministry of water resources water ecological civilization construction in Harbin,the pilot on the construction of ecological civilization water index system,comparative analysis,grasp the status of ecological civilization construction in Harbin,find out the existing problems and put forward feasible suggestions,provide the basis for the Harbin City's water resource conservation and comprehensive utilization,economic development and construction of eco security service area.
