After the commodity house system began to implement, China town residents' housing conditions are obviously improved, provides new impetus to national economic development, but followed by the real estate market and the expansion of the construction market is not standard. Although for many large-scale engineering construction provides a lot of jobs in the transfer of rural labor force, but the engineering construction field problems of nonstandard wage payment also causes many rural migrant farmers cannot fully paid. In this paper, in combination with the practical situation of heze city migrant wages payment of construction industry, this paper introduces the heze city policies and methods to solve the problem of back pay, through quantitative analysis and qualitative analysis of migrant workers unpaid wages are classified and draw lessons from zibo city of shandong province and jinan about governance experience of wage arrears for migrant rural workers, put forward a three or four line for heze city governance back pay.Migrant farmers, is the inevitable outcome of the development of rural productivity, and improve the economic income of peasants, improving living standards.270 million migrant workers in China, China will increase the proportion of the population urbanization, the new urbanization, realize the goal of build a well-off society in an all-round way must encourage rural migrant workers in cities. The aim of social development and actual needs of the rural surplus labor suggests that "peasant worker unrest" can't hold back, unstoppable, but the city did not prepare for acceptance, the integration of migrant workers, especially the engineering construction field, is still widespread wage arrears phenomenon. Solve the problem of wage arrears of far-reaching significance.This paper the author accumulated in heze city construction department in charge of work experience in solving the problem of wage arrears, detailed analysis of the use of administrative means to solve the method and effect of back pay, and put forward the build system of governance of back pay higher than one by one to solve complaints back pay levels. This article from the perspective of governance consider ways to improve the off work, in three or four line city, the construction enterprise management level is not high, the construction market standardization degree is not strong, the competent department in charge of innovation management system will co., LTD., to form the right way of governance back pay, you must use simple, clear policy effect.
