With increasing globalization in economy, the Internet thinking is prevailing, cross-border competition breaks the traditional business model. In various fields face the increased competition, especially the competition of knowledge, forward-looking strategy and innovation, which eventually return to the competition of talents. Some of the most important questions for the enterprise leaders are what kind of people could employee, How to manage people in a right way, How to retain and motivate them to play a greater role, this issue also become a major point for human resources management. The recruiting and promotion mechanism of staff involved in the recruiting, development, management, retention of the core management personnel and technical personnel in a company.Through the research on the promotion mechanism of several kinds of talents, this paper finds there are some differences in the degree of fairness and impartiality. This article is based on the BQ company as the research object, the problem is solved as the guide, based on "fair, open, justice " principle, to build the "scientific, objective, workable" "3KE" requirements of the competency model. competency as the basis for the promotion, the final design has a high "convincing, accuracy, effectiveness" of the talent promotion mechanism, to fill the gap in the study of the BQ shares of the company staff positions, improve the BQ shares of the company cadres and personnel selection and promotion of scientific and fair.
