| Cultivated land protection is related to a country,an area's food security, economic development and social stability. Only protect cultivated land effectively can guarantee the sustainable development of the country and regions.Cultivated land can produce crops, provide basic resources for human life and production, these are direct values of cultivated land, and they can be directly used to human beings. In addition to the direct value, cultivated land also has indirect value, namely,water conservation, conserving soil and water, regulating biological cycle and so on. This value is often overlooked when calculating the benefit of the cultivated land, and the low benefit of cultivated land directly leads to the fact that farmers have no motivation to protect cultivated land. On the other hand,in urbanization and industrialization, the cost of occupying cultivated land is low, a large number of cultivated land is occupied and lost by changing to construction land,the protection of arable land is not enough. Compensate for cultivated land protection, in addition to economic value, social value and ecological value of the cultivated land should also be considered. In order to promote cultivated land sustainable development of a region, to protect the safety of land ecosystem, we must study on ecological compensation of cultivated land. Guangxi's cultivated land natural conditions are relatively poor, and cultivated land protection work shall be the top priority. Researching on the sustainable utilization of cultivated land in Guangxi,and building cultivated land ecological compensation mechanism of Guangxi is helpful to the improvement of the cultivated land protection system in Guangxi, thereby protecting the cultivated land ecological security and ensuring the safety of food.The energy ecological footprint and the ecological service value are used in this paper to construct cultivated land ecological compensation measure model of Guangxi.Thereby researching on the ecosystem service value,the index of ecological balance,and ecological compensation of cultivated land of the three major regions,the 14 cities,and six counties of three typical cities in 2014. Also the change of ecosystem service value, compensation priority analysis of these areas in the three main year between 2005-2014. The study shows that in 2014, of the three major regions, the largest cultivated land ecological service value area is Xijiang economic belt,the minimum is Guixi resource enrichment zone.The largest service compensation priority is Guixi resource enrichment zone,and the minimum is Beibu gulf economic zone.Of the 14 cities, the largest unit cultivated land ecosystem service value is Yulin, 18293.71 yuan * hm- 2, and the smallest is F angchenggang,5745.57 yuan * hm- 2. The biggest ecological compensation priority is Laibin city, the smallest is Fangchenggang, it says that cultivated land ecological compensation for Laibin has the most important effect on its economy.Of the six counties,the largest unit cultivated land ecosystem service value is Xingbin district,12261.73 yuan * hm- 2, and the smallest is Shangsi county,8928.01 yuan * hm- 2.The largest compensation priority is Fusui county,and the smallest is Fangcheng district.In the three main years of 2005-2014, to the three economy areas and all cities of Guangxi, the ecological service value present to the overall upward trend, and the compensation priority present to the overall downward trend.In 2005,the ecological compensation of the whole Guangxi is only 3.278 billion yuan, up to 13.485 billion yuan in 2014, the ecological compensation rises in a sharp.Building Guangxi ecological compensation mechanism of cultivated land can provide a measurement standard for the external value of cultivated land ecological service,and it's also used for the perfection of Guangxi land expropriation compensation system and the improvement of the cultivated land protection system,to guarantee the safety of food security and ecological security in Guangxi. |
