A competency model refers to a group of competencies for high performance required in a particular job. It is the starting point for the research on organization construction and theory and practice of human resource management and development, and is the basis for a series of development techniques of human resource management.As the core human resources of supervision enterprises, the supervisors' knowledge, skill and ability determines the achievement of the goals of supervision project and the level of core competency of supervision enterprises. However, these enterprises currently use educational background, experience, and certificate of professional qualification as a standard during employee recruitment, selection, placement and appraisal, rather than to make a comprehensive, qualitative and quantitative description of the competence of the employees and make a scientific and standardized assessment of the actual job performance of the supervisors. Therefore, in this paper, a competency model is introduced to solve the problems found in job analysis, recruitment management, training and development, and performance management based on the research of the supervisor's position performance in JK company.Firstly, the competency characters of the different degree's supervisor staff of JK company are presented according to the use of the methods of reading literature, job analysis, strategic and cultural needs analysis, job responsibilities analysis and behavioral event interview.Secondly, based on the questionnaires results, the feasibility inspection and main factor analysis on the data of power degree of competency characters of supervisor staff position are carried out using the SPSS 20.0 software. Then, the structure of the key competency characters are determined, which is mainly consisted of three competency character groups, for example, professional technique, management capacity and professional virtues. In addition, the competency characters related to the all kinds of supervisor staff are modified by expert interviews and the assessment index of competency model on supervisor staff are presented.Thirdly, the weight of each competency character factor and group was determined by the using the AHP analysis in accordance with the questionnaires results, and a competency model for supervisors in JK companies was constructed. Moreover, the degree standard and related behavior description of the position competency were presented and the competency-based job evaluation system for supervisors was constructed.Finally, the application method and assurance measures on the implementations of the competency models to the human resource recruitment and selection, training, performance management and payment management in JK company were presented in order to improve the efficiency and values of human resource management.
