Power communication network as providing communication supportive services is one of the infrastructures for the safe and stable running of power grid. It has very strict requirements on reliability, stability and real-time performance. K Company as a power grid enterprise had just been upgraded from municipal level to provincial level. Its operation management still couldn't meet the qualification of upgraded reliability assessment index system yet. Thus, it points to the necessities of exploring management strategies with higher efficiency by introducing more advanced scientific management theory, so as to comply with new requirements on reliability under the new situation.To start with, this paper combed the mode of operations management of power communication in K Company. Regarding the realistic contradiction between the operations management and the requirements on reliability, there are three problems have been proposed in this paper, including the maintenance and defect management, the safety and anti-accident measures management as well as Communication scheduling and network management, which need to be improved. In this paper, the characteristics of maintenance management of power communication equipment are summarized, and the current situation of emergency response plan library is analyzed, and the shortcomings of the method of dealing with optical cable fault in K Company are discussed. And the main causes of those problems are contemplated. Afterwards, the feasibility of improving the operation reliability of power communication in K Company is analyzed based on the reliability theory. On this basis, three advisable strategies are designed to improve the management mode and the operation reliability.By means of study, this paper has put forwards and designs the strategy of optimizing equipment maintenance in power communication based on RCM. It could solve the problem of K Company in the maintenance and defect management that working passively and inefficiently in the breakdown maintenance mode. This strategy could greatly improve the K Company's equipment maintenance management level by avoiding the excessive or insufficient maintenance, and to some extent, achieving the control of equipment failure rate. Besides, a method for evaluating the reliability of emergency response process based on stochastic Petri net is proposed and verified. It could solve the problem of K Company in the safety and anti-accident measures management that could not review all the emergency plans reasonably. This method would fill the gap of K Company in reliability assessment of emergency response process. And it could not only greatly improve the efficiency of emergency plan review, but also save the time and cost of emergency drills in quantity. Furthermore, a rapid diagnosis method of optical cable fault based on probabilistic neural network is proposed and verified. It could solve the problem of K Company in power communication network management that prejudging optical cable fault in low accuracy and poor timeliness. This method would diminish the influence of subjective factors in the process of analyzing and handling optical cable fault, and make the early resources deployment of targeted repair become possible, and conduce to reduce the recovery time of failure.Finally, by identifying and analyzing the key requirements of the improved strategies, this paper has offered proposals including data collection, the formation of expert team, and program application. And that would guarantee the implementation of the improved strategies of operation reliability.
