The tax department of China set foot in the e-government affairs earlier among the national administrative organs.The tax business is complicated and meaningful;therefore,in order to standardize the business processes,and improve the efficiency of tax collection,the tax authorities of China have developed and launched Tax RTX,Virtual Office,Golden Tax III System,Collection Management System and etc.successively according to the current tax business norms in accordance with the policy requirements in our country.The successful implementation of these systems has not only regulated the tax business process,but also greatly improved the efficiency of tax work.Nevertheless,we have still found some problems in the existing systems with the tax reform and information technology development,such as the non-uniform software used by the revenue department of each province,non-standard basic data and internal transfer,complicated operation,poor maintainability and so on.This series of problems have restricted the informationization development of tax system.In this paper,the author made an in-depth study on the circulation of official documents of Zhongjiang National Tax Bureau,and upgraded and transformed the existing document systems in combination with what have learned in the software engineering discipline.The author firstly carried out investigation to the official document system of tax bureau in each district and county of Deyang city,made a detailed analysis of the demand of Zhongjiang National Tax Bureau,and then designed a scheme suitable for the ODPS(Official Document Processing System)in each district and county.Finally,the author completed the integrated ODPS by using B/S architecture in combination with Web,J2 EE,modeling,MySQL technology and etc,thus achieving the functions of official document drafting,examination and approval,issuing,transfer,filing,and system management.The author made a detailed design of the key functions of integrated official document system on the basis of the demand analysis,implemented the integrated ODPS based on the demand analysis of actual application objects,carried out database design of integrated ODPS from two aspects,namely,conceptual design and physical design,and made safety design for the system finally,so as to improve the security and reliability of official document system data.Through continuous testing and improvement,the preliminary scheme of this system has been basically achieved at present.The design and implementation of this system can effectively alleviate the employees' working pressure,reduce office expenses,improve the use value and efficiency of data and information,effectively implement information supervision on the abstract tax law enforcement,and promote the service level of tax authorities while improving the working efficiency of administrative organs.
