The Design Of Flat Police Intelligence Command System

With the deepening of social reform and rapid economic development,social unrest has become more diverse and complex,while the security situation is getting more serious;the occupational and high-tech feature of crime is becoming more and more prominent;malignant cases increase constantly and so on.As a grass-roots public security organ,it faces higher requirements in the promotion of offence and defense capability.In the case that the current police force cannot increase substantially,the public security organs must make information oriented as specific direction to construct a modern police mechanism that correspondent to current technical level and security condition.The command system of flattening police intelligence in this paper is in view of the exact requirements for the public security command system.It is specifically aim at saving the police launched,raising the efficiency of handling cases,equipping the public security to have stronger comprehensive command and operational capability,and improving its science and technology utilizing and information application level in handling cases to reach a complete new height.This paper briefly expounds the operation system and its function in present public security industry,also it summarize the existing problems.Afterwards,the system architecture is designed based on further demand of police command,combined with the functional requirements in the industry and business characteristics.Besides,a GIS based police intelligent command system implement through several development platforms like Visual Studio,WebGis,Oracle,WebService.Finally,it is divided into relevant subsystem modules according to the requirement for modular software system design.Details are as follows.The interface module is used to obtain the PGIS(Police Geographic Information System)based map data,the real-time police resource location data of police car and police intercom GPS system,and the three in one(110,119,122)response alarming system alert data.Then,the police situation module together with the police posture module shows the state of warning condition and police force by scheduling real-time background data,combined with GIS map data page.At last,the service performance assessment module give assessment towards different ranking of different areas,which depends on the data provided by the police situation module,the police posture module and the other modules.The system integrates and makes effective kneading the business data of each business system,promoting the level of information application,and improving the data quality.It build up a flat police intelligent command system for directing the antenna to cover the flat,hierarchical,visual and clickable information command mode of minimum service unit.Also,it grasps the key link of point-to-point to optimize the command and dispatch process;strengthen the commanding and dispatching capacity building to constantly improve the command and dispatching level in the command room;improve the service mode of the team to enhance the executive ability for all types of instructions.The system enables the police intelligent command to work by the application of numerous technical means,which pass the testing and finally set up successfully.At present,the system has been running better inside the public security organs.And it haseffectively enhanced the comprehensive command and operational capability of public security.
