Coal resources are the main energy and important raw materials,effectively supporting the long-term stable development of national economy and society.Since the implementation of the paid system in coal resources,it has effectively promoted the rational allocation of resources,but the disorderly exploitation in the process of coal industry development makes the environmental problems more and more prominent,and the excess capacity of coal resources because of economy which get into the new normal rate.So,in order to play an important role in resource acquisition and transfer mechanism more effectively,it is necessary to improve the efficiency and effectiveness of the valuation method of mining rights,and play the decisive role of market allocation of resources.This paper studies the mining rights of coal resources based on artificial intelligence and case-based reasoning.Firstly,the connotation of artificial intelligence is defined,the artificial intelligence evaluation system is analyzed,and the process of artificial intelligence evaluation system is described;Secondly,the paper establishes the method of the case evaluation of mining right with artificial neural network,it is composed of artificial neural network classification module and case retrieval module,which are used to optimize the space and attribute index connection weight of the mining rights case in order to improve the efficiency and accuracy of case retrieval;Thirdly,the method of the case evaluation of mining right with the particle swarm optimization algorithm is established to optimize the weight of similar case and its attribute indicator,the relevant parameters are determined in this method and the optimized structure is constructed.Finally,combined with an example to use the above model,the results show that the estimation model is more efficient.In practice,these research results will provide method for transfer and transaction of mining right of coal resources,and it will be helpful to the intellectual development of the case valuation method of mining rights.
