Since the invention of satellite communication, it has become an important means for regional and trans-ocean communication, national basic trunk communication, international military communication,industry and enterprise private network communication and even personal communication with the development over the past decades. Satellite communication is an indispensable part of Space-Ground Integrated Network because of its advantages in wide coverage area and easily access.In recent years, with the development of Internet, digital multimedia and audio/video business, due to the demand of individual communications,satellite communications systems are facing new challenges. Because of the limited resources of satellite communication system, in order to provide high-quality communication service to the users, it is necessary to optimize the related resource management technology. So how to utilize the resource of satellite communication system efficiently becomes one of the important problem which must be solved.In this paper, the access control backoff algorithm based on user traffic and network load, the movable spot-beam anti-rain attenuation tracking algorithm for moving target, and the cross-layer dynamic bandwidth allocation algorithm based on the idea of fairness and utility have been studied. The main innovations and research work are as follows:(1) Under the research of user random access control, this paper proposed a random access control backoff algorithm that takes into account the QoS of the user traffic and the network load. The algorithm achieves higher real-time performance by setting different window sizes for different real-time user services under different network load conditions.Simulation results show that this algorithm can balance the network load and reduce the system instability when the number of users is high.(2)Under the research of tracking technology of movable spot-beam,an anti-rain attenuation tracking algorithm for moving target is proposed.In this algorithm, the margin between the user and the center point of spot-beam can be set dynamically by predicting the rain attenuation in the region where the moving target is located. Simulation results show that this algorithm can offset the impact of rainfall attenuation on the communication quality to some extent.(3)Under the research of bandwidth allocation of satellite communication system, based on the idea of genetic algorithm and cross?layer design, the utility function that considered users' application layer,data link layer and physical layer is established, while a dynamic bandwidth allocation algorithm is given to balance the fairness and utility of the system. Simulation results show that this algorithm can promote the fairness while maintain the system utility.
