Talent is the foundation of national prosperity and sustainable development.The comprehensive competitiveness of all countries is embodied in the competition of talents.Therefore,cultivating comprehensive talents with international competitiveness has become the common theme of the development of global science education.The scientific literacy of students is the basis for the development of science education,which is also as a measure of a country's scientific education level of an important reference.The scientific literacy assessment came into being in this context.PISA and TIMSS become an international scientific literacy assessment tool nowadays.The research literature of PISA and TIMSS contains a large number of assessment analysis report and the analysis result of educational achievement influencing factors among different countries.These documents represent the forefront of the field and the latest research results,the use of certain research methods for the analysis of these documents has important practical significance.With the development of bibliometrics,the application field is expanding year by year.Bibliometrics has become an important research method in the field of humanities and social sciences,which is used in this article to analysis 1222 foreign articles and 547 related literature in domestic.Because of the reason that the quality of the analysis is directly determined by the quality of the literature,the core of the Web of Science and Chinese knowledge network database was selected,the literature is retrieved with"PISA" and "TIMSS",then using the visualization tool CiteSpace?of biblionmetrics to analysis the searching literature,taking the times as the context and the longitudinal research on the scientific literacy assessment literature,showing the research hot spot and the evolution of knowledge base through the creation of keywords co-occurrence of knowledge maps and co-cited network view.This paper finds that there are connection in the research of scientific literacy in and out of country,including the empirical research on the factors which influence students' achievement and the fairness of basic education.The difference is reflected in the consistency of research hot spot and knowledge base.The hot spot of foreign scientific literacy assessment research is changed from descriptive representation to deep substantive research,which is synchronized with the research knowledge base.The hot spot of domestic research is changed from basic concept research to expansive case study,which is ahead of knowledge base.In addition,according to the fact that the "context" of the scientific literacy assessment of the important hot spots,was determined with the bibliometric method,this paper shows the specific display of bibliometrics in the application of disciplines through the case of the form of its visual analysis.Based on the analysis of PISA and TIMSS research literature,this paper provides a reference for the development of scientific and technological progress and the basic power of social progress in China.Some suggestions is proposed for the theory and practice of scientific literacy in China,including the measures to enhance the international level of scientific literacy assessment research in China,reviewing of fairness in China science education in three-dimensional angel,creating contextual questions to improve our scientific literacy evaluation tools and deepening the "core literacy" concept,promoting science education reform,not only to promote a China's scientific literacy assessment theory to provide a useful reference,but also to promote China's science education reform and innovation to provide ideas.
