With the development of the information techonology, high frequency applications have been widely used. Substrate integrated structure is an important type of transmission line. It can work in the high frequency range with low insert loss, being easily integrated, with low cost and low weight. So that, the substrate integrated structure has been wide used in the hign frequency areas.In fact, scientific researchers have done a lot of work in the connection design on the substrate integrated structure. It can be found that, these work are mainly around the two dimensional plannar substrate integrated structures. However, the researches about the three dimensional snbstrate integrated structures should be done with the developing of the application areas, to satisfy the different backgrounds and the design needs.In the application, the substrate integrated structures need to achieve the ratating ability in a lot of areas. For example, in the antenna beam scanning areas, the different beam direction can be realized with the rotating of the antenna. In the paper,two different kinds of the theory, i.e., the theory of magnatic loop and the theory of the current element, are used in the design. Two different kinds of the topology based on the subatrate integrated rotating structures have been obtained. They can be realized the mutual rotating between the input substrate integrated structure and the output substrate integrated structure. It can be used in center areas, i.e., the changes of polarization of the antenna and the beam scanning antenna.In fact, the multiple beam antenna has been widely used in the modern communication system to improve the communication quality. In the radar areas, the multiple beam antenna array also play an important role. For instant, it can be used to realize the tacking and detection of the objects in the multiple objects tracking. In the beam scanning the areas, the scanning ability of the two dimensional beam scanning is better than that of the one dimensional beam scanning antenna array. So that, the two dimensional beam scanning antenna array is more valuable and works in more applications.The sbuatrate integrated structures have been widely used in the high frequency areas for its good performance in the high frequency areas. The current multiple beams antenna array based on the substrate integrated structures is difficult to design and has complicated structures. So, in this paper, a noval three dimensional substrate integrated connection structure based on the magnetic element has been proposed. And the two dimensional beam scanning network with good expandability is designed. It have been used to improve the restriction of the current two dimesioanl beam scanning antenna array.
