The 21 st century is the "informatization" high-speed developing stage."Internet +" work plan which is put forward by Prime minister li ke qiang in his government work report,accelerates the development of informatization and the arrival of information age.Applying human resources management concept and information technology to colleges and universities,and establishing a human resource management platform,HRMS,which is informatization and standardized will make the human resources management of colleges and universities to adapt to the development trend of the information era,especially higher education informatization construction.Through the analysis of theoretical knowledge of human resource management,management information system theory and the information system architecture,this paper developed a human resource management platform based on the combination of C/S and B/S architecture.This platform used developing tools Power Builder and ASP web publishing technology,it can adapt to the characteristics of the institutions of higher learning and the actual demand.The C/S mode in the director's office and college department of personnel is used mainly to implement basic personnel management functions such as personnel information management,compensation management,social security management,system management and rights management.Its' auxiliary functions such as query,statistical analysis and graphs-generating can used to assist the decision of the leadership.Within the whole campus network and even more wide-area Internet,the main function of B/S mode is to query the open access personal information,and achieve the function of some basic information update,such as phone number.To make full use of the advantages of C/S mode and B/S mode,the standardized and normalized information management platform can satisfy different users and implement the personnel information in the use of the internal LAN and dynamic release of data on WAN.
