The Design And Implementation Of Benefits Agricultural Funds Monitoring System For Kunming City

During the process forfund supervision system for agriculture in Kunming, the actual situation of farmers is not clear, the problem of farmers' information cannot be managed in an unified way; Besides during the dispatch of corresponding fund, some funds subsidies are not send openly, transparently and fairly. Which lead to farmers to mistrust the agriculture project; in the past process for fund supervision for agriculture, it's difficult to manage the agriculture project information, financial subsidies information, farmers information in a unified and reasonable way, and different officials manage different process, which leads to misunderstanding of the information. As a result,to solve the above problems, the government in Kunming city decides to use information technology to supervise the fund in more reasonable way.Kunming corresponding funds supervision system adopts B/S network architecture, technical framework SSH framework is based on MVC design pattern, and use Java programming language to code.The technical architecture is divided into the presentation layer, service layer and physical layer. In technical framework, use Springmechanismabout aspect-oriented and inversion controlling to achieve the basic information management, capital management, statistical analysis and system management business component development.In the physical layer, Dao and Po will match business logic example and the objectsin data table, through the object relational mapping model and database access technology, we could access and operate the database. We use Microsoft SQL Server 2014 as our database.The functions of this system have basic information management, fund flow management, statistical analysis and system management functions.Among them, the basic functions of information management can provide farmer information management, information release,basic Settings and project standard setting. Fund flow management function can providefund flows management, financial subsidies report and subsidies audit.Statistical analysis can provide comprehensive inquiry, statistical reports and auxiliary reports.System management functionsinclude user management, role management, basic code management and process customization.The use of this system is conducive to uniformly manage the farmers' information, and solve the problems which caused by fault management of farmers information and fund supervision; this system has benefits for fund supervision for agriculture, which makes the process of fund subsidy release more open and transparent, besides, the whole process could be traced and controlled; In addition, we could also use the farmers information, fund information to do statistics and analysis, to provide scientific and powerful data base for the supervision work of funds for agriculture, provide guidance for leaders to make decision.
