Along with the development of economy and society in our country,and population growth,there have been frequent public emergency events,which have threatened personal safety, and caused huge losses to the economy and society,and affected the social stability and economic development. Therefore, it has important practical significance to strengthen the research of the government emergency rescue management system.Through the government emergency rescue management platform can improve the emergency handling ability of the government, also will enhance the fighting capacity and level of emergency rescue teams, so as to provide a very good security environment for the government's economic development and social development. The paper can be introduced the research and design of the government emergency rescue information management system, the content of as follows:(1) According to the requirements of county and city,it analyse the government and the functional requirements.On the basis of requirement analysis, the whole system is designed and developed.(2) The system uses the B / S architecture, MVC design pattern, the SSM framework(Spring+Struts2+MyBatis)and Oracle database design,thus, it has realized functions, including emergency organization management, duty management, emergency management, emergency plan management, human resource management and so on.(3) Using Web GIS technology to design, it achieves operations to add map layer and measuring distance on the map. Based on the map API design,thus,it has realizes functions,including emergency team management, emergency materials management and risk management.(4) According to the functional requirements of the system, it designes the function test table, and tests the main function modules of the system. The test results show that the system design is reasonable and the operation is normal.
