With the development of society, the information management of vehicles has become a hot research topic. And the vehicle number is the unique identification of vehicle identification information. In this thesis, the residential district vehicle management issues to improve,mainly considers the algorithm optimization of the existing vehicle identification system and the improvement of the space, improves the localization and recognition algorithm. In addition, this thesis also designed a vehicle information management system to help community manager to know the vehicle information to complete the dynamic allocation of parking spaces, and further strengthen the unified management of small vehicles. The main work of this thesis is in following aspects:1. In the process of license plate location, in view of the large amount of gray jump scanning operation, and the more dependent on edge detection and the effect of binaryzation, a method based on polygon approximation algorithm is proposed to combine the gray level jump scan. It can distinguish between the license plate and the background area,in the case of Less computation required for the scan and the general effect of binary, and achieve the precise positioning of the license plate.2. In terms of the license plate character segment, Considering the vertical edge features of license plate characters, mainly uses the gray projection, turn the license plate image of positioning into binary image, and take the vertical projection, analyses the projection histogram, and split it at zero point for touching character, the contour localization method is used for segmentation; and realize the license plate character segmentation in last.3. In character recognition, the template matching is fast, the recognition results are relatively accurate, consider the effects of similar characters in the template, so combine the template matching with corner detection to ensure the speed and accuracy of the identification.4. License plate recognition and vehicle information management system are built based on MATLAB and Access database. It also achieves the user login, user rights settings, vehicles and household information to add, delete, modify, and parking information query and other functions, and completed the test of the system.
