The climate in China is mainly the East Asian monsoon. Under its influence,mountain torrents, triggered by heavy rains and rainstorms, increase year by year. Ziya River is the main tributary of the Haihe River. The situation of mountain torrents in the vicinity is particularly acute. Therefore, an effective means preventing the damage of mountain torrents is an urgent need for the area. However, the current assessment of the likelihood of an outbreak of mountain torrent disaster is still basically dependent on experience. Once a flood occurs, it is likely to have a serious impact because of artificial flaws and mistakes, aggravating the losses caused by floods. Thus, it is of great practical significance for the protection of personal and property safety of the people in flood-prone areas to strengthen the study on hydrological warning of mountain torrents,establish a flash flood warning system and issue a flood warning timely.This paper analyzes the technology of RIA, Web GIS, sensor and so on, which are the theoretical and technical bases of flash flood warning system. This paper, based on the Ziya River as the object of study, completes the division of typical regions of mountain torrent disasters in Ziya River basin. Using correlation theories of pattern recognition and dynamic critical rainfall method, dynamic critical rainfall discriminant function which takes the Xiaoma River as an example is established. It proves the feasibility of the Dynamic critical rainfall method. Through comparative study on multiple mountain flood warning methods, this research develops a mountain torrent warning method containing multiple methods which can be suitable for local region. This research analyses the functional requirements of hydrological automatic measuring and reporting system in Ziya River basin, and develops a mountain flood warning system combined with the technical requirements of mountain flood monitoring and forecasting tools and GIS. The mountain flood warning system includes five subsystems, namely,rainfall information monitoring system, information collection and processing systems,equipment management system, information analysis and query system and disaster warning system. It better realizes flash flood early warning function in Ziya River,contributing to the flood prevention.
