Due to the complex relations among function modules, the integration of Emergency Assistant and Decision Systems(EADS) is complicated. Service Oriented Architechture(SOA) is an ideal choice for the integration of such systems because of its benefits in heterogeneous application building. The thesis introduces the design and development of such an EADS based on SOA. Moreover, the approach to provide map for Emergency Assistant and services selection is proposed.The Data Registration and Data Vector Transformation is discussed to support EADA's thematic map making, which can provide a basis for the emergency plan generation. Then, traditional A* algorithm is extended to support path selection during emergency assistant. Moreover, a service selection approach is proposed based on the improved algorithm and service capabilities. The emergency rescue plan generation is also discussed based on the service selection approach.Based on the approach discussed above, the design and implement of a distributed EADS in cloud is introduced, which can cooperate with GIS system and improve the efficiency of disaster rescues.
