With the continuous development of economy and industry,the utilization of resources is gradually increasing,and then,we need face to the pollution and shortage of resource pollution,and the most serious resource is water resources.The population of China is very large,but the water resources is far lower than other countries,the per capita share of water only can reach 1/4 of the world's per capita,and water pollution is also a major factor restricting Chinese economic and industrial development.Therefore,the improvement of environmental management model and the research and development of water environment management system has become an important research in China.In this thesis,the current water environment management system in China is analyzed in the aspects of data collection,processing,analysis and information retrieval.According to the results of analysis,the current water environment management system of China has lower degree in informatization,the data integration and processing ability is weak,so we need a water environment management system with a higher degree in informatization to provide technical support for the improvement of water environment management mode.From above,the research and implementation of water environmental management system of Liaohe River Basin based on semantic analysis is proposed in this thesis,then the research of semantic analysis will improve the existing water environment management model in Liaohe River Basin.In order to improve the accuracy of information retrieval in the water environment,the paper implement participle with high accuracy through enriched the dictionary of keyword in water environment,and then,the word-document matrix has been created.This paper has also improved the calculate method of weight base on the characteristic of the document in water environment,then the weight matrix will be more reasonable,so the singular value decomposition will be used,and then the similarity of document will be implement,and then,the result of retrieve will be given,the user could choose one document to analysis for model in water environment.The system in this paper has also combined with the geographic information system(GIS)technology to realize theanalysis,processing and query of spatial data in the process of water environment management,and this system will improve the informatization degree about water environment management system in China.Through the research of semantic analysis,the technology of GIS and water environment management system,this paper has provided the technology chain in water environment,and important support for the construction of Ecological Basin in the Liao River Basin.
