Research On The Key Technology Of Situation-Based Emergency Preplan

Emergency preplan is an important basis for emergency decision-making. As emergencies become more and more complicated, preplans are designed and formulated. Generally speaking, the program generated from a single preplan cannot meet the demands of decision-making. It is often needed to generate a comprehensive program by integrating multiple preplans, which match the situation, across different administrative domains. The representation models of emergency preplans and the generation approaches for the executable programs need to be improved to adapt to this change. To address this issue, based on the concept of situation, this thesis studies the representation models of emergency preplans and the algorithms for generating executable programs. The contributions of this thesis are summarized below.The ontology is used to describe the concepts of situation among emergency preplan, emergency event situation and plan situation, also the relationships between them is explained.Proposed a method to generate plan based on situation. This method is used to match situation between event situation and situation library and generate plan for event.Completed a prototype example based on situation.Validated the effectiveness and feasibility of the method generating situation-based plan and situation-based ontology.Preplan were analyzed based on the situation for the emergency, Proposed model representation and scheme generation method solve formal representation among interadministrative domain and preplan generating scheme, which has a strong practical value.
