TD-LTE technology has many advantages, such as high-speed, large bandwidth, high spectral efficiency, so Beijing, Tianjin and other cities are building broadband wireless private network for government affairs based on this technology, which has a multimedia cluster scheduling function. Because the near 1.4GHz frequency has good propagation characteristics and is benefit for the TD-LTE private network deployment, the Ministry of Industry and Information Technology approve 1447~1467MHz used by Beijing and Tianjin e-government network management center for TD-LTE e-government content data private network experiment. Since the experimental band plan has not been completed, and the supply and demand of radio frequency resources become increasingly prominent, in order to effectively improve the utilization of limited spectrum resources to meet the needs of industries, in this paper, we carried the band spectrum requirements and verification work, take the police helicopter in the low-altitude airspace police net application as a model, and analyze the feasibility for the application of 1.4 GHz broadband LTE cluster private network in the low altitude and ground communication through the research of Low network with the ground network of networking, spectrum allocation and network planning.Under the condition of Tianjin, Shanghai and other places, and the requirement goal of Tianjin in the next decade, this paper proposed the maximum concurrent business that Tianjin police network system capacity can support and capacity requirements that Tianjin police low-level network must meet. Two kinds of joint space network--the same frequency network and different frequency network—are analyzed to meet the goal that Tianjin government ground network and Tianjin police low-level network coexistence without interference. Simulation results show that same frequency network causes serious interference of ground network on low-level network, thus different frequency network is a recommendation. Three options of space spectrum allocation for the Tianjin police low-level network capacity requirements and Tianjin government ground network capacity requirements are analyzed and the best choice is recommended. Through the different stations type of link budget analysis gives low-level network in Tianjin police station type selection recommendations. In this paper we also propose a scheme of low network frequency multiplexing to solve the problems that the low utilization rate of spectrum in the low network.This paper not only solved the problem of Tianjin broadband space dedicated cluster communication network, the relevant network construction across the country also has some recommendations.
