Social Workers' Interference And The Development Of Organizations

As the smallest unit of civil life, community has become the basis of social management. With the change of social structure and the modernization of urban social life, the traditional community management system in China is facing many problems such as the large population base, complex community conflicts, difficulties in lodging petitions as well as in community activities. Therefore, it is the objective demand to build a service-oriented government and deepen the community management reform to improve the quality of social work services, enhance autonomy of urban communities,and promote the establishment of scientific management system of community, social organizations and social workers; Also, it is the inevitable choice to enrich community life, arouse community awareness, and raise life quality of the community residents.This paper took the residents of Yaleju Community in Qianjiang City as the sample,adopted the Parking Union project as an example, and discussed from a micro level the method for social work to get involved in the incubation of community organizations and enhance the autonomy of community residents through literature study, field study and unstructured interviews. In the literature, the author found that most of the studies on the intervention of social work in community residents' autonomy were merely in the theoretical research level and a great majority of the existing practical researches were engaged in the levels of case and small group. Starting from the cultivation of social organizations in communities, this paper was aimed to find the inadequacies of the involvement of current social work in the community residents' autonomy, and to explore a new path for the social work to intervene in community residents' autonomy by exerting professional advantages of social work.The author first conducted the field study on Yaleju Community in Qianjiang City to collect relevant facts of the community. In the investigation, various ways like interviews and forums, etc. were adopted to identify residents' needs, and analyze the causes of community issues to build foundations for further governance actions. Next, by applying professional methods of social work combined with open space conference technology,the design and implementation of the project were carried out to accomplish the parking problem themed community governance work through the incubation of Parking Union,the community social organization. Much work was done to cultivate awareness of self-service and self-supervision among community residents with the guidance of social work values, to motivate residents' enthusiasm of participation in the community affairs with reasonable role conversion of social workers, to guide residents to take the initiative in addressing community issues and strengthen their self-government ability, and to incubate social organizations with the rational use of social work professional methods to realize residents' autonomy and democratic consultation. Finally, the shortcomings in the process of the project were analyzed and summarized to provide reasonable and effective suggestions together with measures in the view of professional advantages of social work, hoping to raise the level of residents' autonomy and improve the status of community governance.
