In today's society,human resource has become the first resource.Competition between colleges and universities is actually the talent competition,human resources,especially the teachers become important factor of competitiveness of colleges and universities,and the reasonable degree of human resource structure determines the level of human resources.In view of the problems of the current university human resources structure,which structure of regional distribution is not reasonable,the internal allocation efficiency is not high,education,job title,age,and learn edge structure remains to be perfect,from the combined perspective of macro and micro,qualitative and quantitative,theory and empirical,the analysis and discussion on the current situation,problems and optimization strategy of human resources especially the structure of teaching staff in colleges and universities,undoubtedly has important theoretical and practical significance to configure university human resources reasonably,increase its service efficiency and promote the coordinated development of regional higher education,economy and society.This dissertation,regards human resources in colleges and universities as the research object,takes the mainland's 31 provinces and regions as the research sample,to do the quantitative measure and empirical analyses of the space layout and internal configuration structure of our country universities human resource,the main contents include three parts:(1)analysis of the present situation of the regional distribution of human resources in colleges and universities and regional characteristics,and by building the human resource location quotient model to measure the spatial agglomeration degree of regional colleges and universities in our country human resource,coupled with the province(municipality directly under the central government,autonomous regions)panel data nearly three years,Using the strategic management of general environmental analysis model,the method of correlation analysis and ridge regression empirical research to explore the influence of human resource regional agglomeration in colleges and universities from a macro perspective.(2)the statistical calculations of the provincial student/teacher ratio,student/stuff ratio and teacher/stuff ratio in common colleges and universities in 2004 and 2014,which are three indexes of reflecting the college human resources use efficiency,and the coefficient of theil,and its decomposition method is used to further reveal the human resource allocation structure of regional disparity in colleges of our country,then the qualitative analysis of the structure of the title,degree structure,age structure and learn edge structure was carried out on the structure of teaching staff in colle ges and universities,and makes an empirical analysis to the case of H university.(3)Based on the above theoretical and empirical analysis,puting forward the countermeasures to improve the structure of human resources in colleges and universities.Countermeasures in terms of macroscopic regional layout structure optimization should be taken to include: higher the financial support of education funds in the middle and western areas,increasing R&D spending and enhance regional independent innovation ability,combining the government regulation and market regulation to promote the rational flow of regional talent,strengthening humanistic environment especially the urban areas and the social security system construction,creating a good environment of gathering talents in colleges and universities by themselves.Countermeasures in terms of microcosmic internal structure optimization should be taken to include: keeping pace with the times,colleges and universities set up "teacher-centered" ideas on running schools,optimize configuration and improving the utilization efficiency of human resources in colleges and universities,enhancing the competition,establishing and improving the mechanism of college talent introduction and use,strengthening services and to do a good job of human resources development and training,effective incentive and perfecting the human resources of colleges and universities evaluation method.
