With the development of Chinese economic and social system,the disadvantage of the system of city governing counties has been exposed.Urban area hinders the economic development of counties.Consequently,China has gradually begun to explore the reform of administrative system and the mode of fiscal decentralization.In addition,the government is the supplier of educational resources.However,its own power restricts the efficiency of the allocation of educational resources.Therefore,while actively exploring the development of county economy,promoting the development of education has become a serious challenge to county government.The implementation of the reform of "expanding power of county" has greatly promoted the development of county economy,improving administrative efficiency,and shortening the gap between the functions and authority of county government.This paper focuses on studying the effects of "expanding power of county" on the allocation of educational resources with applying the econometric model combined with qualitative and quantitative analysis method.In order to understand the effect of reform on the allocation of county education resources,this paper systematically studies the impact of the reform of "expanding power of county" on the allocation of educational resource in Chinese counties from theoretical and practical aspects.With an analysis on the path,mechanism,challenges and problems of reform,this paper puts forward several policies and suggestions for the purpose of providing theoretical and practical supports for further implementation of the reform.On the basis of the analysis on the historical background and the motivation of the reform and the systems of oversea governments' educational and financial investment,this paper mainly discusses the implementation path and mechanism of the reform on the allocation of educational resources in countries.With taking Sichuan Province as example,this paper builds a regression model to test the reform on the county's allocation of educational resources.With summarizing the theoretical analysis and empirical research's results,this paper concludes that the implementation of the reform of "expanding power of county" has different impacts on the proportion of local education expenditure.In general,on the one hand,the expansion of power makes the local government to obtain more economic and social management authority,which brings positive effects on the education of physical capital expenditure,and policies stimulate the local government to increase the educational spending on infrastructure construction and other aspects.On the other hand,it has a negative effect on human capital,namely,the policies may compress the educational expenditure on human capital.At the same time,the countries are divided into strong county of the strong city,weak country of the strong city,strong county of the weak city,weak country of the weak city according to the economic development level,this paper compares the proportions of expenditures on education expenditure.It is found that the expanding power of county has different influences on the proportion of local education expenditure and the reform effects are influenced by the counties' economic strength.All in all,it can be concluded that in the future reform and practice process the local government is suggested to actively transfer the government functions,reconstruct power system,and achieve the financial rights and authority of local government on the equal footing.Besides,the local government is going to promote the implementation of the policy of "expanding the power of the county",pay attention to the two-way promotion of economic construction and public service,and finally realize the balanced allocation of various resources in counties.
