Research On College Students Financial Assistance Policy

As the rapid development of the economy, the need for high-quality professionals is constantly increasing and the scale in higher education is broadening gradually. The development of economy in different regions ofChina is different. So the differences between the life level and consuming situation and even the ability of affording tuition make the poor students in higher education turn into the phenomenon that can't be eliminated in a short time. In order to achieve the goal of educational equality, to promote the development of society rapidly and healthily and to make the poor students who want to go the universities afford the tuition, the government in China has carried out a lot of relevant policies or measures to have gradually established a sound system of university funding for poor students.Many experts at home and abroad have done the researches on financial aid work for needy college students broadly and delicately, but when the author summarized the previous research achievements, they still are insufficient. Compared with the foreign countries, the history of financial aid work needy college students in China is not so long, but also have experienced some stages which are representative:firstly, Free Education and People's Financial Aid; secondly, People's Financial Aid and People's Scholarships; thirdly, Scholarships and Students Loan; fourthly, under the "Combination System of Enrollment", the early stage of "Scholarships, Students Loan, Subsidy and the discount on the tuition"; the last one is to try the best to perfect the student assistance system of multiple modes which gives priority to "Scholarships, Students Loan and the students grant". Until now, it has formed a basic system for needy college students. The financial aid system and experiences in the universities in foreign countries, such as America, Britain and Japan, have given great enlightenment on financial assistance system for poor students in China, because they pay more attention to the phenomenon earlier. The author did the questionnaire survey and visited the students in two universities and one vocational school which are representative in Shaanxi province and then analyze the data. Based on the information, the author concluded the study and life situations of the poor students and verified the practical operation effect of the current funding system. Through the historical retrospect, literature summary, learning from overseas and the actual research work, in the author's opinion, first, financial assistance work for poor college students in China lacks of educational function; second, the standards have lagged behind and the supervisory institutions are short of unanimity; third, legislations related on financial aid system are backward; fourth, the fund sources are single, financial aid is insufficient and ignore some aspects like social educational assistance.According to the above problems and deficiencies, the author attempts to formulate some strategies and implementation measures about the student financial aid that adapt to China's situations. The ideas are as follows:firstly, optimize impoverished students determining system scientifically and supervise and manage the poor students' information; secondly, pay more attention to the work and effect of the financial aid funds and make the work-study program better; thirdly, establish the long-term mechanism about education and cultivation for poor students in universities, not only pay more attention to their life but also to what they always think of and confused of; fourthly, create a good social atmosphere to donate and build up multi-channel patronage ways; And finally, encourage the students to face the difficulties in life bravely and believe in themselves. In China, the ideas of parents play a great role in one's whole life. Parents should tell the children to work harder to get the life what they like. What we have done before just for solving the problem reasonably and completely.
