Research On Ecological Performance Accountability Mechanism Of Local Government Based On Management By Objective

With the sustained and rapid growth of economy,extensive pattern of economic development has caused great pressure and damage to China's resource and ecological environment since reform and opening-up.Ecological problem becomes a short board that restricts the social and economic development of our country.Local government is the main body of ecological responsibility.It has great theoretical and practical significance to carry out comprehensive and systematic research on the ecological performance accountability mechanism of local government by using objective management theory in the crucial stage of the transformation of government management system and mode of economic development in our country.It provides the necessary theoretical support for improving the ecological performance evaluation and accountability practice of local government in China.The ecological performance accountability of local governments is conducive to improve the ecological environment damage and serious resource consumption in China,perfect the ecological accountability system,strengthen the ecological function of government,improve the performance appraisal system of official and plan the bottom line of government.This paper using management by objective as the tool,makes a comprehensive and systematic study on the construction of the ecological performance accountability mechanism of local governments by means of literature research,comparative research and systematic research,mainly including the following aspects.Firstly,the paper defines the theory of management by objective and ecological performance accountability mechanism,analyzes the relationship between target management and ecological performance accountability mechanism,and points out the theoretical guidance significance of management of objective in the construction of ecological performance accountability mechanism.Secondly,the paper analyzes the present situation of the local government's ecological performance accountability mechanism,the existing problems and the causes of the problems.Then,the paper analyzes the advanced experiences of the local government's ecological performance accountability mechanism and theenlightenment to our country in the typical cases of the western developed countries in the United States,Canada and Australia.Finally,this paper puts forward the construction framework and optimization path of the ecological performance accountability mechanism of local government in our country based on the theory of management by objective,focusing on the decomposition and discussion of the optimal path from the five aspects of the target responsibility mechanism,the target evaluation mechanism,the target response mechanism,the target reward and punishment mechanism and the target improvement mechanism of the local government's ecological performance accountability.
