With the improvement of socialist market economy and continuous deepening of comprehensive reform of China,the flow of human resource among departments is becoming more and more frequent.Even civil servants and state-owned employees that once were seen as “iron bowl” or “golden bowl” positions have also began to get into human resource market which are flowing frequently,and flow continually between public and private sectors or among public sectors.Unlike the employee turnover trend of public sectors in practice obviously,the research on employee turnover of public sectors is vacant in theory.In view of this,this paper combines related theory of public sectors' human resource management,and research various problems about employee turnover management of public sectors,which has certain innovation significance.On the basis of defining re lated concepts of employee turnover management of public sectors,this paper analyze influential factors which cause employee leave their job in public sectors from two aspects,and through the analysis of these factors,this paper puts forward specific co ntent of employee turnover management of public sectors,including the prevention management before leaving,process management in leaving,and the management after leaving.Considering the trend of increased public sectors' employee turnover will affect their continuity and stability to provide public products and public service,therefore,it is good to research employee turnover of public sectors combined with the theory of human resource management of public sector for analyzing the current situation of employee turnover of public sectors and putting forward specific measures to reduce employee turnover rate.The study of employee turnover mainly focused on private enterprises,or employee turnover usually was mentioned from the angle of generalized enterprise concept,therefore,the research on employee turnover of public sectors could help for enriching the theory of human resource management of public sector.In addition,the current research has focused on analyzing the influencing factors of employee turnover,and there is a lack of relevant theories of employee turnover management,therefore,the research is also conducive to further enrich the theory of human resource management.
