Research On Obstacles And Strategies Of Social Assistance At The County Level

Social assistance as a basic part of social security system,plays an important role in ensuring the basic living of poverty population and to maintain social stability.For the urban and rural poverty population,social assistance directly protect their most basic needs of life safety.The purpose of this paper is to improve the county-level social assistance policy system,and to solve the problems of the county government in the specific operation of social assistance,so that the fruits of economic progress can benefit all the people.Since the reform and opening up policy implemented in China,the minimum living security,the rural five guarantees,the education assistance,the medical assistance and other social assistance at the grassroots level gradually developed,which formed the basic social assistance system covering both urban and rural areas.However,because of the slowing development of regional economy and the urban-rural dual division,China's social assistance,especially by the county-level,still faces a lot of problems.To improve the ability construction of social assistance organizations at the grass-roots level is the only way that must passed in developing China's social assistance system.By using the methodologies of literature research and comparative research,this paper combed through the development and experience of social assistance at county level.Changli county of Qinghuangdao city in Hebei province chosen as the object of case study,this paper carries out qualitative and quantitative analysis and comparative analysis which effective data and information is collected from field research.This paper points out the existing main problems of influencing social assistance development involve the lack of rescue regulations,the disunity of management institutions,the limited of fund sources,the low level of salvage,the large rural-urban disparity,the difficulty of income audit,the imperfect of social assistance,the lack of the cognition to the right of social assistance,the dependence on social assistance,secondary damage,etc.This paper also provides the evidence from experience that can promote reform and innovation in China's social assistance system by finding out the practical factors which affect social assistance development at the county level.Based on the analysis of the influencing factors on social assistance in social relief at the county level,this paper gives advice and suggestions from the aspects of management ability,object of fact-finding,institutional perfect,pattern development,increasing of measure,etc.
