In recent years,with the speeding up of the social process,the structure of new theoretical knowledge is changing constantly.In particular,the new three pillar modes of human resource management have been promoting the development and reform for private sector,and also provided a basic mode for the reform,especially to the traditional HRM,the emergence of the roles of HRBP,HRCOE and HRSSC changed the original HRM,organizational form and the management mode clear and strengthened the importance.All this has laid a solid foundation for the development strategy,and policy implementation.At present,advantage of three pillar modes of human resource management is applied and developed only in private department of human resource management.If we apply the new theory of three pillar modes in public sectors,we should combine present situation of human resource management of public sectors and complete the theory in the structure,so as to hit the mark of reform and optimization in HRM of public sectors.This paper is to study practical apply of the theory in public sectors in order to have theoretical innovation,management reform and organization structure optimization.This article takes China's HRM of public sectors as an object of study.It bases on the HRM of private department,and uses the studying methods of the theoretical articles,comparative law and case analysis to analyze the characteristics and differences between public sectors and private sectors.Directing at the current situation of China's HRM of public sectors and using for reference the three pillar modes HRM of private sectors,the article aims at studying of the three pillar modes application in the public sectors.Then we can expect an optimized theoretic mode of HRM of public sectors.It can give a full play to the man-power,and raise the effect of management and promote a healthy and sustainable development of HRM of public sectors.
