With the deepening of reform and the continuous accelerating of social transformation,the social contradictions continue to intensify,which led to various types of mass incidents escalation.Since the 21st century,mass incidents occurred more than tens of thousands.Therefore,effective means should be explored to prevent and resolve mass incidents,maintain social stability and normal order.Social security as a social "shock absorber","safety net",on the one hand plays an important role to maintain social harmony and stability.On the other hand,social security treatment has a rigid character.The high level of social security will raise people's psychological expectations.Once the interests of the masses do not meet the demand,it is easy to produce a sense of relative deprivation and unfairness,and then lead to social contradictions.Based on quantitative research methods,this thesis aim to explore the relationship between the level of social security and mass incidents.Based on this,this thesis first uses the theoretical aspects to combine the literature,starting from the theory of social fairness,looking for the link between social security and mass incidents.Then,constructing the index system of social security,dividing it into social security coverage,social security fund level,social security and economic development coordination,social effects of the four categories,selecting 18 indicators,according to the statistical yearbook data analysis and analysising the provinces average level during 2004-2013,using the method of factor analysis to calculate the weight of the index to obtain a comprehensive ranking.This thesis found that the level of social security development is not coordinated,and is highly depended on economic development and policy support.The overall level is very low,and still fall behind the western developed countries.By analyzing the linear regression model of the social security level and mass incidents,this thesis draws the following conclusions:The level of unemployment insurance coverage,the level of industial injury insurance coverage,the level of social veterans special treatment coverage,the income and expenditure ability of the social security fund play a regressive effect.The level of community service facilities coverage,the balance of social security funds,and the proportion of social security expenditure to fiscal expenditure have a significant negative impact on the occurrence of mass incidents.Based on the fairness theory to explain the test results,analyzing the causes of the impact,combing social security indicators on the impact of group events.Finally,based on the analysis of the results of index test,this thesis puts forward some policy suggestions:Increasing the social security financial investment,improving the payment level of social security project;Improving the social security regional co-ordination,narrowing the social security level;Improving the community service system,making good use of community regulation function;Strengthening the operation and management of social security funds,improving the value-added and value-added ability.
