Research On The Citizen Participation Of The Implementation Of Local Government Public Policy In Cyber Environment

In recent years, with the rapid development of network technology, citizens show great interest in participating public policy implementation of government through the network, and try to take a variety of ways to put into practice constantly. Central and various provincial governments has basically completed the change from passive response to proactive management in China, but the local government is still in the stage of struggling to cope, how to make citizens participate in public policy implementation of local government through the network better has become the focus of citizen participation in public policy process area. Thus, citizen participation in public policy implementation of local government in network environment is an urgent research topic.In this article, I used the citizen participation in public policy implementation of Xianyang Municipal in network environment as an example, combined the different with the approach and features under traditional environmental and the network environment and the analysis of the status quo under the network environment of the domestic citizen participation in public policy implementation, explored the causes of the existing problems based on relevant data and literature analysis of the citizen participation in public policy implementation of Xianyang Municipal in network environment, such as low rates of the population in participation, blocking participatory approach, low levels of citizen participation, the upward trend of the choice in participation approaches. Simultaneously, I provide some improvement measures for the local governments in China to enhance the level of citizen participation in public policy implementation of local government in network environment refer to the theory of citizen participation in this article including Citizen participation ladder, Participatory democracy and Democratic administration theory, such as how to bridge the "information gap", how to enhance the ability of citizen participation and how to improve the participatory approach.
