In recent years, the public sector performance evaluation has become an important means to improve public sector management. Public sector performance management and evaluation is currently concerned by the scholars in the area of public sector management. Constructing a scientific, perfect performance evaluation and management system is a new topic in all public sectors including government departments. Whether the performance evaluation system is scientific and reasonable is in relation to the results of the assessment. Whether the indicators are objective and fair is the basis for performance evaluation standardized and institutionalized, affecting the realization of the goal of performance management.From the concept of performance evaluation,through the research methods of literature study, investigation, combining qualitative and quantitative analysis,the article analyses target management theory, key performance indicators,benchmarking management and based on the actual situations of the working groups stationed in the feeblish villages in Tianjin, studying its performance evaluation system, based on the first hand original data, combined with the current Chinese public sector performance evaluation,we can make an analysis on the status quo. Drawing lessons from the domestic and foreign public sector performance evaluation scheme, including the practice of the United States in Phoenix and practice of our country's effectiveness construction in Fujian Province, the article comments on the work of the performance appraisal system of the working groups stationed in the feeblish villages in Tianjin, and sums up the existing problems and shortcomings: the evaluation index weight setting based on the lack of evaluation index content settings; the lack of scientific evaluation method is lack of rationality; subject participation; evaluation result application is insufficient. At the same time, the article puts forward a sound proposal: the reasonable evaluation indexes are selected; set up scientific weight of evaluation index; the full application of the assessment results. On the basis of it, we put forward to explore the path of public sector performance evaluation, including: index setdifference; scientific system; participation and diversification of public sector performance evaluation guarantee measures.
