Research Into The Evaluation Of The Effectiveness Of The Internal Controls Carried Out By TH Private Hospitals

Private hospitals,as an important supplement to China’s medical and health structure,have enriched the medical structure in China and brought great convenience and benefits to the people’s medical care.In recent years,China has continued to increase its policy inclinations,and funds and technology have been continuously invested in private hospitals to promote the rapid development of private hospitals.With the help of China’s policies,according to the latest "Private Hospital Blue Book: China’s Private Hospital Development Report(2017)",it is revealed that as of the end of 2016,the number of private hospitals in China has reached 16,400,which exceeds that of public hospitals.Private hospitals TH also follow the policy trend,focusing on the sub-industry orthopedics,and continuing to expand the scale and strategic layout.The scale expansion and strategic layout of the hospital are based on the effectiveness of its own internal control.Good internal control has become the guarantee for the healthy and effective development of the private hospital.Therefore,it is of great practical significance to study the internal effectiveness control of TH private hospitals.In the evaluation process of TH private hospital internal control,this paper mainly uses the fuzzy comprehensive evaluation method to conduct research.The research order of this paper is as follows: First,the research background and significance of researching TH private hospitals and the related literature are summarized first.Second,explain the current situation of the internal control of private hospitals in TH and analyze its characteristics.Combining with the relevant theories of status quo and internal control evaluation of TH private hospitals,a practical internal control evaluation index system conforming to TH private hospitals was constructed.According to the index system built,corresponding experts were invited to sort and score.Secondly,using G1 method to assign weights to relevant indicators,the scoring results are comprehensively evaluated by the fuzzy comprehensive evaluation method,and finally the evaluation scores of each index are obtained.Fourth,according to thescore of fuzzy comprehensive evaluation,at the same time comparing the distribution of the degree of subordinate degree of the private hospital experts,according to the principle of maximum subordination degree,find out the weak links in the internal control of those three specific indicators of TH private hospitals.Fifth,based on the results of the fuzzy comprehensive evaluation of internal control in the previous chapter,the relevant private hospital’s internal control related experience was used to propose improved recommendations for private hospitals in Th.Through the study of this paper,it is found that the weak links in the internal control of private hospitals in Th are mainly reflected in information and communication,risk assessment and control activities.The evaluation results show that the overall performance of the internal control of the private hospitals in Th is at a general level.At the same time,the treatment of medical waste,disclosure of social responsibility information,the degree of quality compliance of purchased medicines in procurement risks,procurement supervision,procurement public bidding,medical service control,and funds Management and control and other areas need to focus on strengthening the construction and further improve the TH private hospitals,and put forward corresponding countermeasures based on these issues.
