Objective:The goal of the study was to assess the patient’s experience and distribution characteristics,explore the impact on the public hospital reform policy to the patients experience and evaluate the effects of public hospital reform policy in Jiangsu province through reviewing and summarizing the ZhenJiang,YangZhou city,JiangSu province’s public hospital reform policies and using the patient experience scale.So that could provide some suggestions for improving patient experience and further improvement for the reform policy.This study will provide a scientific basis for policy recommendations to further improve the public hospital management system and operation mechanism of Jiangsu province,promote hospital management level in our country and promote the reform of medical health system.Methods: On the basis of that to review and summarize the two city’s public hospital reform policies,so as to provide policy basis for judging the difference of patients’ experience.Using field investigation to evaluate the patients’ experience in ZhengJiang and YangZhou which included two city public hospital and four county public hospitals.So as to assess the patient’s experience and distribution characteristics and understand the current state,problems and the key to the reform in the future.Comparing and analyzing the difference of patients’ experiences in different areas and different hospitals,so as to provide a basis for judging the reform effect of public hospitals.Results: Univariate analysis found that the patient experience were significant differences in the patients’ type,age,gender,marital status,occupation,degree of education,type of medical insurance,type of disease,disease diagnosis,and severity of the disease.The results showed that the overall evaluation of medical services was better.The relationship between doctors and patients was good,but patients had low level of knowledge with their own disease.The burden of medical expenses was still heavy.the county public hospital technology level was low and that needs to be improved.service efficiency score was low which showed that patients waited for a long time in the treatment process.To further analyze the distribution of patients’ experience in ZhenJiang YangZhou city,we found that the effect of ZhenJiang reform of medical insurance payment was well and the medical expenses compared with YangZhou was reduced.The informatization construction of ZhenJiang public hospital had been effective.The chain of interest in the tests and the pay was cut off,and reduced the cost of laboratory inspection.The relationship between doctor and patient was good,and the salary system reform didn’t lead to the decline of the enthusiasm of medical staff.Policy suggestions: In order to solve the problems of medical services exist in public hospitals,the following suggestions were put forward: Strengthen medical insurance supervision and standardize medical behaviors;Improve medical technology and strengthen humanities education;Actively construct hierarchical diagnosis and treatment and strengthen the construction of primary health institutions;Strengthen the informatization construction and optimize the procedures centered on patients... |
