Research On The Full Coverage Policy Of National Essential Medicine

Purpose:In the context of the objective reality of the implementation of the Essential Medicine system,this study sorted out the experience of free supply of medicines at home and abroad,and analyzed the necessity and feasibility of the full coverage of the National Essential Medicine,and designed specific implementation ideas and programs,which are used to provided a theoretical reference for the departments to formulate guiding opinions,and contribute to consolidate and improve the Essential Medicine system,promote the rights and interests of the masses,and accelerate the reform of medical and health system.Methods:Qualitative and quantitative methods are mainly used.Literature review is used to summarize the current situation and problems of our Essential Medicine system.The comparative method is used to analyze the experience of free supply of medicines at home and abroad,and to review useful experience.Based on expert interview,questionnaire and descriptive statistics,the necessity and feasibility of full coverage of Essential Medicines were analyzed,and specific implementation plan was designed.Results:China’s Essential Medicine system had played an important role in improving the accessibility of medicines,controlling the cost of medicines and improving the phenomenon of irrational medicine use.However,the implementation process has always been controversial because it can not fully embodied the connotation of Essential Medicine.The construction of the system needs to be consolidated,perfected and innovated.At the same time,some cities provided free Essential Medicine to patients with chronic disease,to explore the grading system of diagnosis and treatment and the Essential Medicine system integration.The implementation of this project has been paying off.From the point of view of China’s national conditions and the allocation of medical resources,the full coverage of the National Essential Medicines is necessary and feasible.Conclusions:The design and implementation of the full coverage of the National Essential Medicine is an innovative measure to reflect the Essential Medicine value.It embodies the necessity of consolidating and perfecting the Essential Medicine system,strengthening disease management,coping with the aging society,providing better health care and alleviating the relationship between doctors and patients.At the same time,in the process of patient’s willingness surveys,domestic and foreign practice experience summary and cost-benefit analysis,full guarantee has certain implementation feasibility.Through the discussion of key points and the research on policy recommendations,the full coverage of the National Essential Medicine should be carried out on the premise of the national unified planning,and the local pilot should be carried out.In the process of tracking,summarizing and evaluating,the departments concerned gradually accumulate excellent experience and rise to the national system after scientific research.The full coverage of the National Essential Medicine will make contribute to the promotion of Health China’s strategy implementation and safeguard the right of citizens’ health.
