Analysis And Reflection On Drug Purchase Data Of Public Hospital In Wuhu City From 2013-2015

Objective: After the implementing of the zero-profit sales of medicines in Wuhu,through analyzing the condition of drug purchase of public hospitals in 2013-2015,provide a reference for government to develop more reasonable macro policy,such as medical insurance,basic medicine,pooled procurement,drug prices,pharmaceutical and meticulous management of public hospitals.Methods: According to the name of the drug,drug type,dosage form,quantity,purchase amount,quality levels and hospital grade,monthly gather the drug purchase data of 8 public hospitals of Wuhu for 3 years and analyze from multiple perspectives.Results: From 2013 to 2015,the public hospital drug purchase amount of Wuhu is574.423 million yuan,691.9258 million yuan,73042.92 million,respectively,and35.37%,35.61% and 36.2% of the total revenue of the hospital business respectively.The top five categories of procurement amount are: central nervous system drugs,anti-infective drugs,cardiovascular system drugs,medical drugs(proprietary Chinese medicine)and digestive system drugs.The proportion of purchases for Injection preparation was 61.1%,59.86% and 59.07% respectively.61.1%,59.86% and 59.07%respectively.The purchase amount of oral preparations was 37.46%,38.64% and39.46% respectively.The proportion of external and other purchases was 1.44%,1.5%,1.44%.Procurement Amount Injection Formulation> Oral Formulation> Topical and Other.The proportion of the first quality level of the total purchasing drugs is 38.63%,38.88% and 39.26% respectively.The proportion of the second quality level is 28.39%,28.1% and 29.13% respectively.The proportion of the third quality level is 50.76% 50.76%,50.25%.The proportion of the purchases of medical insurance category A of all the medical categories is 12.45%,11.43% and 10.9% respectively.The proportion of the purchases of medical insurance category B is 83.2%,84.11% and 84.87% respectively.The proportion of non-medical insurance purchases is: 4.15%,4.22% and 4.02%respectively.The proportion of purchasing value of national medicine was 0.2%,0.24%and 0.21% respectively.the purchases Percentage: Medical insurance Class B> medical insurance Category A> non-medical insurance > Ethnic Drugs.From 2013 to 2015,the purchase of national base drug purchase amount of Wuhu City is 105269,400 yuan,125,704,600 yuan,1349.128 million yuan,respectively.The purchase amount accounted for 18.33%,18.17%,18.47%,respectively;Oral preparations purchase amount accounted for 52.5 %,52.93% and 56.63% respectively.The proportion of the purchase amount of the injection preparation was 46.42%,45.74% and 41.93%respectively.The proportion of external and other purchase amounts was 1.08%,1.34%and 1.44% respectively.The purchase amount of oral formulation> Injection Formulation> Topical and Other.The purchase amount top three categories of essential medicines are medical drugs(proprietary Chinese medicines),anti-infective drugs,drugs that affect blood and hematopoietic systems,in which medicine(Chinese medicine)for three consecutive years ranked first.the purchase of non-state base drug purchase amount of Wuhu City is 469,154,500 yuan,56622120000 yuan,595516300 yuan,respectively.The purchase amount accounted for 81.67%,81.83%,81.53%respectively;The top three purchase amount of non-national essential drug category is Central nervous system drugs,anti-infective drugs and cardiovascular system drugs.Compared with 2013,The purchase amount of anti-infective drugs in 2015 has a decline.Conclusion: According to the data,after the implementation of drug zero rate policy in Wuhu City,the amount of pharmaceutical procurement is still increasing year by year,in which non-state essential drugs,the drug of first level quality,health insurance directory B drugs and cardiovascular system drugs grow significantly.This is closely related to the aging of the population,the high incidence of chronic diseases and the continuous improvement of the people’s health needs.Based on this,it is proposed to further improve the drug management mechanism;introduce drug application guidelines;improve the medical insurance payment system and adjust health insurance directory;do a good job of the national essential drug system policy promotion;comprehensively promote the public hospital drug fine management.
