A Study On The Construction Of The Hierarchical Medical System In Fujian Province Under Deepening Medical Reform

Since the New Medical Reform in 2009,the issues of "Difficulties and High Costs of Getting Medical Treatment" still prevail and hospitals and patients are in severe conflicts which are strongly correlated with the irrational allocation of healthcare resource.In 2015,the top level design of the hierarchical medical system in China set about at the backdrop of the great syphonage from the huge hospitals,unsmooth public hospital reform,disorganized patient visits,the talents aggregation and patients’ inclination in large-scale comprehensive hospitals and weak medical capabilities in grassroots medical services,through which patients are guided to the lower-level medical agencies to ease the service loads of the large-scale public hospitals and improve the abovementioned situation of"Difficulties and High Costs of Getting Medical Treatment".The paper is to analyze and discuss the pioneering conducts of the hierarchical medical system in Xiamen City and Jiaocheng District in Ningde City,both in Fujian Province,combining the realistic problems in building the system,and points out that the key problems for the current system establishment lie in the insufficient service capabilities of the grassroots healthcare centers and the uncoordinated cooperation among medical agencies of different levels.On this basis,it analyzes the arising issues during the construction from the perspectives of government,medical agencies and medical insurance and extends the guiding advices for deepening Fujian medical reform by learning from the hierarchical medical systems in other countries including the UK,America,Germany and Singapore.Hopefully,it will serve as a reference for improving the construction ofhierarchical medical system in China.
