Based On Risk Management,Public Hospital Internal Control System Optimization Research

Along with the rapid development of ageing problem,health service industry as service Livelihood will face enormous challenges.Over a period of medical reform process,the gap between the healthcare industry needs of the people and the supply of medical services is large.It is imperative that medical and health industry tends to marketization.However,market-driven competition makes medical costs become higher and higher,and let us began to reflect on health reform.New round of health reform plan highlight essence that the public welfare of public hospital and request to break with the phenomenon of medicine cure,stop unlawful charges,abuse medical resources.It makes more strict demands on public hospital development.Establishing and improving a good public hospital internal control system that improve organizational operating efficiency and greater play society roles.This paper,based on the risk management as the guidance,optimizes public hospital internal control system.Referencing and learning the relevant literature,present the relevant theoretical knowledge of public hospital internal control.Risk management and internal control were fused together to form the internal control system framework.Through the investigation of A public hospital in Inner Mongolia,understanding the internal processes of its the fundamental business,defining the risk of activities processes.From two aspects,including unit level and business level,were analyzed deeply in the internal control problems.According to analysis,I found that the internal control is not perfect and lack of risk management mechanism,internal governance defects,so its supervision and evaluation of effect is weakened.The core of this paper is aiming at the problems in A public hospital Inner Mongolia to in-depth analysis of the hospital internal control risk and optimize the hospital internal control system.Unit level optimized suggestions include risk assessment,organization structure,personnel and salary,evaluation and supervision.Business level detailed analysis mainly from five aspects including budget business,balance of payments,asset management,government procurement,contract management.It helps public hospital to perfect the internal control system,improve the management level,realize the goal of internal control.Enriching in the internal control theory in administrative institutions at the same time,strengthen the public hospital medical service quality for better service to the masses.
