| Objective:Since we followed the policy of reform and opening,our economy has leapt forward,medical and health undertakings have also made great achievements,universal health care is basically formed.However,vast territory,large population,different economy and culture between the provinces making the level of health insurance also showed regional imbalances.In this context,we will study the crowding-out effect of the basic medical insurance policy of urban residents in different regions to the savings through panel data model,analyze the characteristics of different areas of urban residents basic medical insurance policy,and put forward proposals that will help speed up the establishment of a sound health system and improve the overall level of health care.Methods:By reviewing a large number of documents,the relevant variables that may have an impact on the household savings are extracted.and the data is collected by China’s Population and Employment Statistics Yearbook,China’s Health Statistics Yearbook.After calculation,we set up the econometric model that makes savings as the dependent variable,the level of basic medical insurance for urban residents as independent variables,econometric the model for the control variables of population structure,per capita income growth rate,average household size,level of education as the control variable.considering the fact that our country has basically achieved universal health insurance,this study will focus on the quality and regional differences of basic medical insurance for urban residents,rather than the simple coverage index.Therefore,in the econometric model,the panel data model is used to verify the relationship between the basic medical insurance of urban residents and the savings rate of 31 provinces,the model results show the size the crowding-out effect of basic medical insurance in the provinces to savings,through this regional differences,we can find measures to expand regional consumption and improve our medical insurance system.Results:The result shows that for the per capita funding accounted for the proportion of disposable income,the influence coefficients of the savings is large,but is regional imbalanced;the influence of East and west gradually weakened;the influence coefficient of Shanxi,Xinjiang Gansu is positive,and other provinces are negative.The ratio of urban total dependency ratio is the the most influential variable out of all the control variables,and the coefficient is 0.4350.The higher the total dependency ratio is,the higher the people’s savings are.The influence coefficient of education level is also high,the coefficient is 0.3199.This shows that the higher the education level of the urban residents,the higher the savings rate.The factor of income growth rate is 0.2828.According to economic theory,the faster the income growth,the more people are able to save,so they are generally positively related.The influence coefficient of average household size on savings is 0.0972,which is the smallest variable in the control variables.Conclusion:The basic medical insurance of urban residents in Shanxi,Gansu and Xinjiang have the crowding-out effect on the residents’ savings,and the other regions have crowded-in effect.The above empirical results reflect the shortcomings of the basic medical insurance of urban residents in China,from the perspective of the system and the operating mechanism,first,the fund level is too low,the financing standards are not linked to income,this can not form a stable mechanism,And further led to the problems,the protection of out-patient co-ordination is inadequate,remote settlement process can not promote;In addition,the shortcomings of payment methods and fragmented multi-level basic medical security system restricts the development of social security.In general,urban residents are still facing higher medical costs and medical expenses risk.The status of social security,and the impact in the future of China’ s economy and consumption will continue to improve,in our country,the universal health insurance has been basically achieved,the most important thing is a deeper reform of the medical insurance system,So that the people can enjoy fair and equitable medical treatment. |
