Investigation On Current Status Of Medical Waste Management And The Cognition Of Related Personnel In Dalian

BackgroundMedical waste refers to medical and health institutions produce direct or indirect infectious,toxic and other hazardous waste arising from medical,preventive,health care and other related activities.Medical wastes usually carry a large number of pathogenic microorganisms,which have the characteristics of high risk,high pollution and high pathogenicity.Due to its strong infectivity and corrosion,it defined as the number one hazardous waste by National Hazardous Waste List.It is described as containing a known or suspected waste with live microorganisms or substance of causing animal or human diseases by WHO,it could be harm for human health through a variety of ways.The Medical waste management Regulations has implemented for ten years,medical waste treatment has entered into a new process,and facing many problems of disposal and management,how to dispose medical waste scientifically,efficiently and environmental friendly;to form a unified medical waste disposal operation standard becomes particularly important.At the same time,the scientific management of medical waste is an important issue in public health management,how to implement of reduce the production of medical waste,scientific management,harmless treatment is worth further study.ObjectiveIn order to know well about waste management situation in medical institutions of Dalian,to evaluate the existing medical waste treatment and management,analysis the problem in medical waste management department,make suggestions for Dalian City medical waste management according to fact conditions,manager of medical waste efficiently,provide professional basis for health supervision decision-making department,in the hope of further increase strengthen the management of medical waste,regulate the disposal of medical waste,prevent the spread of disease,and effectively protect the health and safety of the masses.MethodsThe data of study investigates medical wastes production,medical waste disposal costs,management the system of organization,classification and collection methods,facilities to carry out the medical waste by baseline survey method.The study analysis the survey of medical waste in Dalian,aiming at the qualification rate,training rate,penalty for frequency for the evaluation of existing Dalian medical waste treatment and management mode,summarizes the medical waste disposal status and problems in the disposal process.Sampled all medical institutions in Dalian by stratified sampling questionnaire.The results of the investigation were classified according to the different level of hospital and analyzed by descriptive analysis,analysis different base level index percentage and medical waste disposal situation.Describe the medical waste in the correct rate of Q & A,the data were analyses by SPSS20.0,statistical analysis used the c2test.With P<0.05 stands for difference statistically.Results1.The basic situation of medical waste management in Dalian: the medical waste disposal system and the emergency program pass rate of 97.7%;78.9% of the medical institutions do transfer operation specification;83.7% of the medical institutions ensure the medical waste storage time within 2 days;medical waste disposal rate is 60.2%.2.The cognition of medical staff on medical waste: the correct rate of medical waste treatment is lower,and the average correct rate is 61.9%.3.The cognition of health supervision of medical waste: rate of more than 90% total awareness of health supervision staff on medical wastes of relevant laws and regulations,the cognitive level is generally higher than the district municipal supervision mechanism,some of the them are not familiar with the changes and trends of the laws and regulations.Conclusions1.Most of the medical institutions have been established in accordance with the provisions of regulations of safe disposal of medical waste and emergency plan,the administrative departments of medical institutions and health supervision departments from the four aspects.Medical waste management system has been formed,the medical waste disposal standard rate increased year by year,illegal disposal is decreasing year by year.2.Compared with the hospital,there are some problems in the basic medical institutions in all aspects of medical waste disposal,some of the individual health room remote,medical waste is difficult to focus on disposal and management.3.The treatment cost increases with the increase of the amount of medical waste,and the medical waste management is lack of special funds.4.Parts of the medical staff ignore the importance of the classification of medical waste management,lack of awareness of medical waste management,medical staff awareness of occupational protection is weak,and the effect of training is poor.Suggestions1.Enforce the laws and regulations of medical waste strictly: establish the long-term mechanism of medical waste management,ensure the implementation standardizing management of medical waste.2.Establish the special funds for medical waste disposal of medical waste management: set up special funds for medical institutions and main department in generating medical wastes to ease the pressure of the Department,abundant financial and human resources could implement the provisions of medical waste processing facilities.3.Establish the evaluation system of medical waste,the staff at all levels for specialized training,knowledge of medical waste should be included in the regularly study part,to ensure that relevant personnel of hazardous waste collection,transportation,storage,utilization and disposal to master the relevant national laws and regulations,rules and relevant normative documents,carry out the regular examinations.4.Strengthen the propaganda and education of the harm of medical waste;improve the relevant practitioners of medical waste management attention through the morning conferences,media publicity and other ways.
