Guangxi County Chinese Medicine Hospital Development Problems And Countermeasures Research

Objective:In Bobai,Sanjiang,Napo three county chinese medicine hospital as examples analysis from 2009 to 2015 after the introduction of new health reform the development of Chinese medicine hospital in the three counties,including hospital financial revenues and expenditures,number and structure of the medical personnel,medical services,etc.,to explore new health reform after the implementation of hospital devel opment are faced with the problem in the three counties,Suggestions or countermeasures for further development.Methods:By literature research and survey method to collect data,then analyze the collected data,results,discussion on the results analysis,development proposals are put forward.Results:Survey from 2010 to 2015,the Bobai,Sanjiang,Napo three county chinese medicine hospital basic remains the same,the number of unit volume has been increased substantially.Bobai county chinese medicine hospital outpatient service increased by 77.4%,increased 140.5% in hospital,discharge volume increased by 142.3%.Sanjiang county chinese medicine hospital outpatient service increased by 58.9%,the hospital volume increased by 67.8%,discharge volume increased by 70.3%.Napo county chinese medicine hospital outpatient service increased by 32%,increased 70% in hospital,discharge volume increased by 71.4%.Three number of hospital beds are obtained by a sharp increase in Bobai county chinese medicine hospital sickbed utilization rate of each year the basic standard,Sanjiang county chinese medicine hospital sickbed utilization sickbed utilization rate is far beyond the standard before 2013,after 2014 and below standard.Napo county chinese medicine hospital sickbed utilization rate has been below standard,three county hospital bed configuration is not reasonable,and the bed turns every year is very high.Three hospitals staff number increased year by year trends,Bobai county chinese medicine hospital growed 31.5%,Napo county chinese medicine hospital growed 34%,Sanjiang county chinese medicine hospital growed 61.3%,health workers in all the staff of Bobai county hospital remain at about 60%,below the 72%-72% of the national standards,Sanjiang county chinese medicine hospital and Bobai county chinese medicine hospital remain at about 80%,more than the national standard,three county hospital personnel configuration is not reasonable.Haven't reached the national standard of TCM medicine accounted,and reduced year by year,physician level Bobai county chinese medicine hospital increase obviously,and relatively high level,the other two hospital physician levels haven't changed much,and level are low,in the physician title personnel accounts for larger,Sanjiang county chinese medicine hospital is the brain drain,the nurse level basically no change.Three county hospital revenue from 2010 to 2015,basic is doubled.Bobai county chinese medicine hospital spending increases 3.34 times,Sanjiang county chinese medicine hospital growth 1.15 times,two hospitals in 2015 total spending is reduced.Napo county chinese medicine hospital expenditure increased year by year,from 2010 in 2015 increased by 93.1%.The state financial subsidies income proportion in the total revenue is reduced year by year,the state subsidies for county hospital in gradually reduce,medical income in hospital revenues accounted for more and more high,Bobai county chinese medicine hospital growth of 51.7%,Sanjiang county chinese medicine hospital growth of 35.8%,Napo county chinese medicine hospital growth of54.9%.Three hospitals in 2015 the average level of 90.4%.Drug income in the proportion of medical income basic shows the tendency of decrease year by year,to 2015 in three hospitals generally remain at around30%.Of basic of traditional Chinese medicine(TCM)in drug revenue is a gradually increasing trend,but the gains is not big,income of Bobai county chinese medicine hospital of traditional Chinese medicine in the proportion of drug income is relatively high,Sanjiang and Napo two hospital of traditional Chinese medicine income ratio is very low,low utilization rate of traditional Chinese medicine hospital.Conclusions:Bobai,Sanjiang,Napo county chinese medicine hospital in the new reform after the hospital business and revenue have been greatly promoted,medical activities to carry out the situation is getting better and better,drug income accounted for in the medical activity than reduce gradually,but there are still hospitals hardware facilities,simple to set up department,hospital beds set unreasonable,medical treatment activity,human resource configuration is unreasonable,the low level of medical staff,lack of talent,especially the talents of Chinese medicine,but also the existence of brain drain,the state financial subsidies,but also reduced year by year,the doctor of traditional Chinese medicine service contract,low utilization rate of traditional Chinese medicine.
