A Study On The Restructuring Of Hospital Financial Assessment System According To The Hospital Ranking

The rank hospital appraisal is an international prevailing hospital quality evaluation system.The purpose and essence is to strengthen the quality of medical service,to improve the scientific management level of the hospital,to promote the normalization,standardization,scientification and modernization of the hospital construction and development.It is especially important to study and construct new grade hospital financial evaluation index under the background of Zhejiang health care reform entering into the deep area and the new round rank hospital appraisal being about to start.This study combed a large number of relevant literatures at home and abroad,in order to understand the history,the connotation and the purpose of the rank appraisal,to discuss the deficiencies and build new standard ideas.In this paper,the public hospitals in different areas and levels of Zhejiang Province were selected as sample by using literature research,field investigation,experts consultation methods and so on.By collecting current rank hospital appraisal material and expert scoring information,carrying out questionnaire survey among the sample hospitals,analyzing economic and financial indicators of the rank hospital appraisal,the study pointed out the existing problems,and put forward suggestions for improvement.According to the results of the sample survey and the national policy documents,the study drew lessons from advanced experience at home and abroad and restructured the financial index system.To build new grade hospital financial evaluation standards,the paper used cases analysis method to a top-class sample hospital,the newly constructed rank hospital appraisal indicators were tried to apply to the hospital standardization construction,such as financial and price management,internal control,budget management.Practice had proved that the newly constructed rank hospital appraisal indicators had proposed higher and more sophisticated requirements to the hospital management in terms of content construction or quality control.The indicators can further strengthen the hospital content construction and continuously improve the efficiency of hospital economic operation.They also provided a reference sample for the new round rank hospital appraisal and new decision-making basis for the government.
