The Study On The Medical Service Price Reform In Chizhou City In The Background Of New Healthcare Reform

In recent years, more and more people have complained the difficulties and high costs of getting medical services. Rapid growth of medical expenses has seriously affected the improvement of people’s health conditions and aggravated the contradiction between the doctor and the patient. On another aspect, in order to reflect the public welfare nature of basic medical service, public hospitals take one-sided consideration of social acceptability for price of medical service and their service price adopts the low-cost pricing principle, failing to reflect the labor value and technical value of medical personnel, which leads to present situation of distorted medical service price. Such embarrassing situation is worthy of our deep thought. Under the background of public hospitals’ reform, and based on the domestic and foreign research achievements in relation to reform of medical service price, this paper has studies execution status of medical service price of Chizhou public hospital and existing problems in the course of medical service price reform as well as the countermeasures through methods such as questionnaire survey, financial data statistics analysis.The paper firstly makes brief introduction to research background, research significance, and present situation of domestic and international research, explains the idea and method of research, straightens out the basic framework and innovation points of research and defines related concepts and theoretical basis of research. Then, by introducing the reform policy of medical service price before and after new medical reform, it focuses on researching the execution status of Chizhou medical service price reform so as to discover such problems as unreasonable structure of medical costs, inadequate financial compensation mechanism, and seriously hysteretic adjustment of medical service price as well as the problem of big gap between quota payment standard of specific diseases and practical operational cost and other problems of medical service price reform in the course of local execution. On this basis, this paper has drawn lessons from practice of medical service price reform of some local medical institutions in China and puts forward countermeasures to perfect the medical service price reform of Chizhou public hospitals, namely, to reasonably adjust the structure of medical service price; to establish dynamic price adjustment mechanism; to encourage privatization of high-end medical service and to establish scientific way to pay for medical service. Through above mentioned methods, this paper aims to on one hand ease the situation that hospitals’strategic planning of long-term development is restricted by internal fund shortage; on the other hand, reduce the financial burden of policy investment to public hospitals. In addition, it expects to meet the demands of patients from all classes of society on medical service and win the social benefits at the same time.
