The Research On The Performance Appraisal System For Township Public Hospitals In Gaoming District Of Foshan City

With the social and economic development of China, and the gradual expansion of Healthcare Reform, strengthen the operation of public hospitals to correct the behavior of profit-driven and to reflect the public welfare, that is one of the important direction of future.As the people’s first choice of medical treatment, township hospitals can reflect the effectiveness of the reform. However, the public hospital performance evaluation system currently used by Gaoming emphasis on the economy performance, do not satisfy with the request of the government’s supervision and management. Therefore, it’s very important to build a appropriate performance system of township public hospitals, in order to correct the behavior of profit-driven. It can accelerate the development of public hospitals.In this study, based on the result of comparing the performance appraisal system of domestic and foreign public hospitals, and the discussion of the status of the performance evaluation of Gaoming’s township public hospitals, reset the appraisal index and the weights of the evaluation system. The new system highlights social benefit、quality and safety, and reduce the amount and the weights of financial index. By collecting the data,evaluate the performance of the 4 township public hospitals by using the research approaches of literature survey, Delphi Method. The methods are both convenient and easy to operate. The result can objectively reflect the differences in internal and among hospitals. Set up and carry out the township public hospitals of Gaoming by processing the data. Meanwhile, this study suggest the evaluation system maintain the public orientation,set up regular update mechanism, reinforce the foundation data work, build implementation system, and acknowledge the result.
