The Measurement Research Of Equalization Level Of Basic Medical Services In 11 Cities Of Jiangxi Province

The equalization of basic medical services has been subject to the earnest concern by the central and local government.In the 18th National Congress report pointed out that to achieve full coverage of the social security system in the crowd,to ensure that the residents of the basic social security demand,pay more attention to the different groups of people in the enjoyment of the right and opportunity fairness,emphasizing the importance of perfecting the social security system.For the reform of the medical service,the government should actively promote from perfecting medical insurance system,perfecting the medical and health service,strengthening system construction at all levels of supervision to implement health service objectives such as safe,convenient and effective.2015 comrade xi also put forward to strengthen the supply side structural reforms,this brings to the medical and health undertakings must be opportunity of development and reform direction.Jiangxi province has introduced relevant policy documents,such as the recent Jiangxi province new rural cooperative medical illness insurance policy.Although in the past ten years,the basic medical services level in Jiangxi Province has obtained the remarkable enhancement,but the development of Jiangxi Province medical and health undertakings have many problems,such as basic medical services in the region and between urban and rural areas showing a state of non equalization,which hinder the fair to the people to obtain the health rights and opportunities,lead to a variety of medical problems have become increasingly prominent.So at this stage,the equalization of basic medical services and the degree of equalization study and put forward relevant countermeasures and Suggestions on this basis has the vital significance.By combing the literature found that although currently for China’s basic medical services equalization research more,but most studies are aimed at national,limited to the national level,few local basic health services equalization research articles,especially on the equalization of basic medical services of Jiangxi Province,there is almost no research.This article in the basis of discussion the connotation of equalization of basic medical services and the theoretical of equalization of basic medical services,intends to through the basic medical service development present situation analysis of Jiangxi Province to understand its characteristics and to identify the existing problems and to explore the reasons.Finally,in reference to some OECD countries on the successful experience of the equalization of basic medical services of,put forward countermeasures and suggestions to the equalization of basic medical services of Jiangxi Province.The content of this article is divided into five parts.The first part,mainly introduces the research background and significance,domestic and foreign research status,research ideas and methods,briefly introduces the main contents of the paper.The second part,mainly introduces the definition of basic concepts and related theories in this paper.In the basic medical services,equalization,and three basic concept of equal basic medical services is defined on the basis of further expounded the relevant theories of equal medical services.The third part,using the relevant data in the statistical yearbook,the status of basic medical services in 11 cities of Jiangxi Province are described and analyzed.Through the literature analysis method,observation method,comparative analysis and other methods,Deeply understand the status of Jiangxi Province,the basic medical services development status and Jiangxi Province basic medical services supply,simultaneous analysis of Jiangxi Province,the basic medical service in different cities and between different groups achieve equalization of achievements and existing problems.Based on the construction of culvert cover "fair","efficiency" and "government investment" three aspects of Jiangxi Province basic medical services equalization evaluation index system,using Theil index of the medical and health cause in the 11 cities of Jiangxi Province investment level and medical and health services level of fairness is calculated.Results show,each index of the Theil index showed a downward trend that in 11 cities of Jiangxi Province The medical services resource allocation is gradually optimized,is currently in a relatively good state,differences between the various regions also gradually narrowing.The fourth part,on the basis of deep analysis of medical services equalization research method and evaluation index system is proposed in this study,the use of evaluation method and evaluation index system,namely in the equalization of the measurement index system,select some indicators to construct basic medical services equalization evaluation index system.By constructing the model of factor analysis and cluster analysis of the equalization of basic medical services in Jiangxi Province,Ongoing indicator variable modifications,debugging and the two models get 11 cities in jiangxi province comprehensive ranking and classification of the basic medical services.Factor analysis ranking is Nanchang,Xinyu,Jiujiang,Pingxiang,Yingtan,Yichun,Ganzhou,Ji’an,Fuzhou,Shangrao,Jingdezhen;cluster analysis of three categories as {1:Nanchang,Xinyu,Jiujiang,Pingxiang} {2:Yingtan} {3:Yichun,Ganzhou,Ji’an,Fuzhou,Shangrao,Jingdezhen}.The fifth part:according to the empirical analysis results that impede the Jiangxi Province basic medical services equalization realization factors,the main reason is:fiscal decentralization system,economic level,the government investment,local officials preferences,and Based on the successful experience of domestic and foreign advanced countries and regions,this paper puts forward the countermeasures and suggestions to improve the equalization level of basic medical services in Jiangxi province.
