Investigation On The Situation Of County (District) Level Animal Disease Control Agencys In Xinxiang City

In recent years,China’s animal husbandry has entered a golden age of development,However,the major animal epidemics are endemic,and the development trend of major zoonosis is gradually expanding,Animal health problems brought about by the development of animal husbandry tests the prevention and control capability of the local epidemic control institutions.County(District)level animal epidemic prevention and control institutions are in the forefront of animal husbandry supervision,It plays a key role in the prevention and control of animal diseases.To understand the current status of Xinxiang city counties(District)level animal epidemic prevention and control institutions,basic construction,qualification status,personnel,management and work ability,main equipment,preservation and use of animal epidemic materials,laboratory testing capacity,operating expenses etc.From November 2016 to February 2017,the author investigated the animal epidemic control institutions in counties(districts)of Xinxiang,Based on the 13 disease control organizations in field visits and questionnaire survey of 50,to obtain the original data,and the data were analyzed by the principle of statistics,found in Xinxiang City,county(District)level of animal disease prevention and control institutions in infrastructure investment scattered,technical personnel structure and quality is not balanced,the safeguard measures can not meet the work carried out the quality management system,need to be strengthened,bio security system and other issues need to be improved.Aiming at the existing problems,according to the "People’s Republic of China animal epidemic prevention law","on the reform of the veterinary medicine management system a number of opinions","Henan Province in long-term animal disease prevention and control planning(2013-2020)","Xinxiang City Bureau of animal husbandry and main responsibilities of project approval of internal organs and personnel preparation regulations","veterinary laboratory bio safety technology management standards" and the "veterinary laboratory construction standards",Learn from foreign advanced management methods,combined with Xinxiang actual,make the following suggestions,To strengthen disease control organizations in laboratory construction,optimize the allocation of professional and technical personnel,the establishment of laboratory animal epidemic disease controlling mechanism to ensure funding and improve the animal disease control organizations of laboratory quality management system,strengthen the biological safety,animal disease prevention and control knowledge to strengthen publicity and guidance.
